The Provincial Party Standing Committee gave its opinions on the first draft of the Political Report to be submitted to the 20th Provincial Party Congress.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and comrades in the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda Department; representatives of the Central Internal Affairs Commission.

Identify development breakthroughs based on the province's strengths

At the meeting, the Provincial Party Standing Committee listened to and commented on the first draft of the Political Report of the 19th Provincial Party Executive Committee to be submitted to the 20th Provincial Party Congress and the draft Plan for building programs and projects for the 2025-2030 period.

Based on the Document Subcommittee's Plan and the report outline approved by the competent authority, the Editorial Team synthesized the results of the in-depth thematic review, selected and edited the first draft of the Report. The Editorial Team held two discussion sessions to agree on important contents and sent the draft to the Document Subcommittee members for comments.

Basically, the members of the Document Subcommittee initially agreed with the content of the draft Report and Submission; some comrades had comments, the Editorial Team compiled them to report to the Provincial Party Committee Standing Committee and study, and incorporate them into the draft.

At the meeting, the Editorial Board asked for opinions from the Provincial Party Committee Standing Committee on the theme of the congress, which is also the title of the Political Report. The theme of the congress is based on the direction of the Central Committee, experience in building themes for the Provincial Party Congresses in previous terms, and the current context and conditions of the province, requirements, and development goals for the period 2025 - 2030 and the following years.

The theme clearly shows the message of the 20th Provincial Party Congress on the orientation, requirements, motivation, and political determination to successfully implement the goals of the 2025-2030 term, firmly entering the new era of the nation with the whole country; concise, easy to understand, easy to remember, and all cadres, party members, and the masses are able to understand and apply.

Regarding the province's development perspective in the draft political report, it is determined on the basis of assessing the province's potential, strengths, and comparative advantages. From there, the most optimal development method, implementation resources, implementation mechanisms, and subjects participating in and benefiting from development are selected.

With the above approach and based on the Party's viewpoints, practices, and development requirements of the province in the coming term and the following years, the Editorial Board proposes 5 development viewpoints. The general goal is determined according to Resolution 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

Regarding the main indicators, the draft reflects the basic and comprehensive development parameters in all fields based on the draft Political Report of the 14th National Party Congress, Resolution 39 of the Politburo, indicators in the national target program and based on development requirements, calculating the actual feasibility with 11 groups of tasks and solutions.

At the meeting, comrades in the Provincial Party Standing Committee gave their opinions on the structure, basic content, volume of the political report and the theme of the Congress.

The Provincial Party Standing Committee also commented on the specific content of the political report on the results of implementing the goals and tasks in the 2020-2025 term; Viewpoints, goals, targets, tasks, and solutions in the 2025-2030 term, especially growth targets, development breakthroughs; programs, plans, and projects to be implemented after the congress.

The members of the Provincial Party Standing Committee said that the political report needs to take into account the inter-regional development orientation; identify breakthroughs based on the province's strengths; update new data; clearly identify breakthroughs in human resources and infrastructure; select projects based on key criteria and motivations...

Tasks and solutions must be associated with implementation resources.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung highly appreciated the efforts of the Editorial Team in a short time, at the end of the year, but focused on building the first draft of the Political Report of the 19th Provincial Party Executive Committee to submit to the 20th Provincial Party Congress.

Through discussion, the Provincial Party Secretary emphasized that the Provincial Party Standing Committee basically agreed with the layout and content structure of the draft political report. However, in terms of volume, it is necessary to adhere to the guiding spirit of being concise, easy to remember, easy to understand, and easy to implement.

Regarding the congress topic, the Provincial Party Secretary emphasized that the Editorial Board needs to adhere to the Central Committee's viewpoint that political reports must be concise, easy to remember, easy to understand, and easy to implement.

The core of the next term is to accelerate and make breakthroughs to complete the goals and targets of the 10-year strategy 2021-2030 and the 5-year period 2025-2030. The editorial team researched the congress theme in the direction of: Solidarity, aspiration, innovation, promoting potential, strengths, determination to accelerate, make breakthroughs, and firmly enter the new era.

Regarding the content of the assessment of the results of 5 years of implementing the Resolution of the 19th Provincial Party Congress, the Provincial Party Secretary requested the Editorial Team to ensure consistency in raising issues and assessments; the comments must be correct and close to the situation of the province, and updated with new content.

Regarding the viewpoints, goals, tasks, and solutions for the 2025-2030 term, the Provincial Party Secretary requested the Editorial Team to review the situation forecast section; clarify development viewpoints; and arrange the contents in the development goals more reasonably.

Regarding the targets, Provincial Party Secretary Nguyen Duc Trung emphasized that it is necessary to stick to the GRDP growth rate target for the entire 10-year period of 2021-2030 to determine the 5-year period of 2026-2030. Therefore, it is necessary to review the goals and targets, especially the growth target, export turnover, and multidimensional poverty reduction rate.

Regarding the tasks and solutions for the 2025-2030 period, the Provincial Party Secretary requested the Editorial Team to review them in the direction of linking with implementation resources and demonstrating the province's determination and efforts to complete the set goals and targets. Some tasks must clearly demonstrate specific solutions, especially the tasks of developing the urban system, promoting traditional values, Nghe An people, labor and employment...

Regarding development breakthroughs, it is necessary to closely follow the traditional breakthroughs that the Central and the province have identified, associated with breakthroughs according to the Party's guidelines and the State's policies.

Regarding programs, plans, and projects for the 2025-2030 period, the Provincial Party Secretary requested the editorial team to advise on the assignment of tasks to sectors and localities for specific proposals. On that basis, the Provincial Party Standing Committee will meet to listen and decide based on resources for implementation.

In the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Editorial Team to closely follow the plan of the Congress Document Subcommittee, absorb the opinions of the Provincial Party Standing Committee to complete the draft Political Report to ensure content, progress, quality and continue to implement the assigned steps; review and compare with the Central Committee's report and Resolutions to ensure consistency; prepare to develop a plan to organize conferences and workshops to collect comments on the Political Report.

At the meeting, the Provincial Party Standing Committee listened to and gave opinions on other contents under its authority.
