The Provincial Party Standing Committee reviews one year of implementing the Action Program to implement the Congress Resolution

On the morning of March 23, the Standing Committee of Nghe An Provincial Party Committee held its regular March meeting. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades representing a number of Central Party Committees and the Central Party Office, comrades in the Standing Committee of the Provincial Party Committee and leaders of a number of departments and branches.

MANY POSITIVE RESULTS

After 1 year of implementing the Action Program to implement the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress, the progress of developing, promulgating and organizing key programs and projects under the Action Program has been basically ensured.

During this term, the Standing Committee and the Provincial Party Committee have closely directed the preparation process and the implementation work in a very methodical and early manner. The process of drafting and promulgating documents is in accordance with the instructions of the Central Party Office.

The highlight is that all necessary programs and projects are consulted with the Fatherland Front and relevant agencies. In particular, some programs and projects are linked to specific mechanisms, policies and resources.

However, through review and evaluation, it is also shown that the progress of implementing a number of programs, projects and plans under the Action Program to implement the Resolution has not ensured the set progress; some contents are proposed to be withdrawn from the original plan; at the same time, some new contents are added.

At the meeting, the comrades in the Provincial Party Standing Committee focused on discussing, giving opinions, proposals, and orienting some key contents and aspects that need further evaluation; from there, proposing solutions for implementation in the coming time.

Major General Pham The Tung - Member of the Provincial Party Standing Committee, Director of Nghe An Provincial Police Department suggested that the evaluation process should focus more on implementing urgent issues such as environmental protection, administrative reform, etc.

Speaking about this content, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung suggested that it is necessary to integrate other contents to ensure a comprehensive assessment of the program and project in the Action Program to submit to the Provincial Party Executive Committee.

The Chairman of the Provincial People's Committee also said that in the first year of implementing the Action Program, the focus is mainly on developing the content of programs and projects for submission for approval. On the other hand, the head of the Provincial People's Committee also emphasized the important factor of the implementation stage, thereby stating that specific tasks have been assigned to departments and branches;...

Regarding this content, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong commented that the assessment of the results of one year of implementing the Action Program to implement the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress is very important. Accordingly, it is necessary to analyze and evaluate more deeply the lessons learned in the leadership of the Party Committee; direction and operation of the Provincial People's Committee and advice from the sectors.

In the first year of implementing the Resolution, despite many difficulties, especially the severe impact of the Covid-19 pandemic, with the proactive and close leadership and direction of the Party Committee, the flexible management of the government and the synchronous participation of the entire political system, together with the consensus, unanimity, solidarity and efforts of the people and businesses, the province's socio-economic situation in 2021 was basically stable and had steps of development, including many bright spots.

The growth rate of gross regional domestic product (GRDP) reached 6.2%; State budget revenue reached 18,936 billion VND, reaching 134.9% of the estimate; total export turnover reached 2.43 billion USD, up 60.8% compared to 2020; total social investment capital in the area reached 86,354 billion VND.

The cultural and social fields are guaranteed, social security continues to receive attention and direction. Administrative reform and state management continue to be promoted. National defense and security are maintained; social order and safety are ensured.

DEEP ASSESSMENT OF FOCUS ASPECTS AND POINTS

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy assessed that entering the 2020 - 2025 term, the concretization of the Congress Resolution has many innovations in the way of doing things. Accordingly, for the first time when building the Action Program, the province associated with discussing projects and programs of the Party, government and Fatherland Front, and socio-political organizations for implementation. Thereby, we can see the whole picture of the implementation of the Action Program.

However, according to the Provincial Party Secretary, the implementation over the past year has shown some limitations such as being passive in some approved program and project contents; quality is still an issue that needs to be raised; some contents must be brought up, delayed compared to the set program and plan, on the other hand, some other contents must be added...

To effectively implement the Action Program, the head of the Provincial Party Committee requested that in the annual work program, the Provincial Party Executive Committee and the Provincial Party Standing Committee will listen to thematic discussions to give opinions on key programs and projects to evaluate the implementation results, difficulties, limitations and propose timely leadership and direction solutions.

Along with that, the Party Executive Committee of the Provincial People's Committee, Party committees, and the political system also need to listen to and regularly evaluate 20 key programs and projects in the Action Program and additional contents.

Regarding the preparation of a 1-year report on the implementation of the Action Program to implement the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress, Provincial Party Secretary Thai Thanh Quy emphasized the need for a comprehensive assessment in all areas; especially paying attention to in-depth assessment of the implementation in all aspects and spearheads of economy, culture - society, environmental protection, national defense - security, Party building and the political system and a very important task is the administrative reform of the province.

In particular, the head of the Provincial Party Committee emphasized: through evaluating the results of 1 year of implementation, the important issue is to draw lessons in the process of building the Action Program; building programs and projects to concretize the Action Program; lessons in the process of building the contents to concretize the programs and projects and implementing the main and key targets.

On that basis, the Provincial Party Secretary requested the Party Committee of the People's Committee to focus on directing, integrating data, analyzing, and evaluating related contents; Party committees, the Fatherland Front and socio-political organizations to evaluate the implementation process of the Action Program within their scope. On that basis, the Provincial Party Committee Office will integrate and develop a report to submit to the Provincial Party Committee for comments at the upcoming Conference.

The key program and project to implement the Resolution of the 19th Provincial Party Congress includes 33 contents, of which 18 contents are part of the Provincial Party Committee's Action Program (12 contents have been approved, 1 content has been submitted to the Provincial Party Committee Standing Committee for approval and is being finalized for approval; 2 contents proposed to be postponed to 2022 and 3 contents to be implemented in 2022 as planned.

Along with that, there are 15 contents that the Provincial People's Committee has added, of which 6 contents have been approved, 4 contents proposed to postpone the deadline to 2022, and 5 contents proposed not to be implemented.

The key resolutions, projects and plans to implement the Resolution of the 13th National Party Congress include 4 contents, of which 1 content has been approved by the Provincial Party Standing Committee and is about to be approved; 1 content will be developed in 2022 and 2 contents will be approved after 2022.
