A CLEARER ASSESSMENT OF MASS MOBILIZATION WORK

In preparation for the Provincial Military Party Congress, the Party Committee Standing Committee has concretized the Directives, Notices, directives and guidance documents of the Central Committee, the Central Military Commission, the Military Region 4 Party Committee, and the Provincial Party Committee with plans, instructions, projects, and implementation documents.

The Provincial Military Party Committee has led and directed the completion of the congresses of party committees and affiliated party cells; and at the same time deployed the development of draft documents.

For the political report and review report, the Party Committee Standing Committee organized a conference to collect comments from the members to ensure compliance with the regulations, and sent the draft for comments. The work of drafting the congress documents has mobilized collective intelligence; reflecting the results of the Party Committee for the 2015-2020 term and the orientations for the 2020-2025 term, with a vision to 2030 and a vision to 2045.

Along with completing the political report and review report, the Standing Committee directed the development of the program, content, and regulations of the congress; and drafted resolutions and action programs to seriously implement the resolutions.

At the meeting, members of the Provincial Party Standing Committee and leaders of Party committees gave comments on the content of the draft political report.

In particular, opinions highly appreciated the role of the Provincial Military Party Committee in leading and directing mass mobilization work, helping people prevent natural disasters, rescue, and forest fire prevention; developing the economy, linking the economy with ensuring national defense and security.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that mass mobilization work is a very important content in the Party work of the army, therefore, the political report needs to clearly show the following contents: participating in building the grassroots political system; hunger eradication and poverty reduction, socio-economic development; building new rural areas, civilized urban areas; preventing and combating natural disasters, climate change, handling complicated situations at the grassroots level... so that the next term can continue to promote and implement better.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong also discussed and clarified some contents related to the construction of key projects in the defense area. In addition, the development of an action program to implement the Congress resolution needs to pay more attention to the coordination between the Provincial Military Command and relevant agencies and localities to continue to build a solid national defense and people's security.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung further affirmed that the military force has demonstrated its role in mass mobilization work, especially in the process of preventing the Covid-19 epidemic, which has clearly demonstrated its core force; thereby building and cultivating the image of the military force in its relationship with the people.

In addition, the Chairman of the Provincial People's Committee discussed a number of issues related to the construction of a number of projects in the province's defense zone, as well as proposed to review and consider re-identifying more suitable breakthroughs; consider whether to include the goals and orientations to 2030, vision 2045 in the political report.

BUILDING A STRONG NATIONAL DEFENSE

Concluding the content of the comments on the documents of the 13th Provincial Military Congress, term 2020 - 2025, Comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee requested the Standing Committee of the Provincial Military Party Committee to absorb the opinions at the meeting to complete the political report. In particular, regarding the theme of the congress, it is necessary to pay attention to the two clauses "strengthening discipline and order" and "internal solidarity".

Besides, there are still some evaluation contents that are not in-depth and not on par with the achieved results, especially mass mobilization work.

"Doing this well means building the provincial armed forces, a strong national defense, and a solid defense zone," the Provincial Party Secretary emphasized. Therefore, the Provincial Military Party Committee needs to base on the guidance of the Central Military Commission and Military Region 4 to arrange the content of the assessment of mass mobilization work in a reasonable overall layout; at the same time, it is necessary to invest in gathering the movements and campaigns that have been deployed.

Along with that, analyze and evaluate the effectiveness and role of mass mobilization work; advise and participate with the province and other forces to resolve issues arising from the base of the Provincial Military Command in building a people's heart position, a national defense foundation, and a solid defense zone.

Comrade Thai Thanh Quy also noted that the political report needs to clearly analyze the causes of limitations and shortcomings; carefully evaluate the results of building key projects in the defense areas of the province, districts, cities and towns.

Regarding the direction, goals, tasks, and main solutions for the 2020-2025 term, the political report of the Provincial Military Party Committee needs to forecast more closely in the context of many profound developments in the regional and international situation; to look at the problem scientifically and appropriately.

Regarding some goals and orientations to 2030 and vision to 2045 in the draft political report, the Provincial Party Secretary requested consideration. If the instructions of the Central Military Commission and Military Region 4 do not mention them, they should be incorporated into the process of explaining tasks and solutions to suit the scale of the Provincial Military Party Committee. Breakthroughs also need to be considered and selected more closely based on the difficulties, obstacles, and bottlenecks that need to be broken through in the unit.

In addition, in the direction and tasks, there must be solutions for the construction of key combat projects in the defense areas of the province and district on the basis of inheriting existing projects. The viewpoint is to choose to prioritize investment in essential and urgent projects first.

The Provincial Party Secretary also suggested that there must be solutions to fully prepare the framework cadres and planning cadres right from the beginning of the term. Planning is closely linked to training and fostering work so that when required, they can meet the tasks.
