Attending the meeting were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; Thai Thanh Quy - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee and representatives of relevant departments, branches and units.
The meeting focused on the following contents: Listening and giving opinions on 4 years of implementing Resolution No. 11-NQ/TU dated September 18, 2014 of the Provincial Party Committee Standing Committee (17th term) on developing Hoang Mai town until 2020 and the following years; Listening and giving opinions on the investment policy for the export leather footwear factory project at Van Dien Industrial Cluster, Nam Dan District; In this meeting, the Provincial Party Committee Standing Committee also spent time discussing and discussing the issuance of a new directive to replace Directive No. 09-CT/TU dated September 19, 2012 on strengthening leadership and direction in implementing Resolution No. 20-NQ/TU dated June 26, 2009 of the Provincial Party Committee Standing Committee on continuing to promote population and family planning work in the new situation. The Provincial Party Committee Standing Committee and relevant departments and branches also listened to the results of the report summarizing 5 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international economic integration.

According to the report of Hoang Mai Town Party Committee, after 4 years of implementing Resolution No. 11-NQ/TU of the Provincial Party Standing Committee (17th term), the town's economy has annually achieved and exceeded the resolution's targets with an average growth rate of 18.75% in the 2015-2018 period; the average added value per capita increased from 27.7 million VND (in 2014) to 54.94 million VND in 2018. In terms of socio-culture, up to now, Hoang Mai town has 25/41 schools meeting national standards; 1 new public high school has been established; Con Temple Festival has been recognized as a national intangible cultural relic; the rate of trained workers reached 62%; the annual poverty rate decreased by 1.56%.
Urban planning, management and beautification have been significantly improved. The town has completed the construction of a master plan for socio-economic development until 2025 with a vision to 2030. Regarding investment attraction, from 2014 to now, Hoang Mai town has attracted 42 projects with a total registered capital of over 17,000 billion VND... Implementing the Resolution of the 2nd Town Party Congress, it is expected that 23/27 targets will be achieved and exceeded.

Sharing the difficulties of a young, newly established town, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council said that there is not much time left from now to 2020, while Hoang Mai town has up to 21/58 targets that have not been met according to the criteria of a type III urban area. Therefore, the goal of making Hoang Mai town become a key industrial area of the province becomes very difficult. To overcome the above reality, local leaders need to research and focus on solutions to create a stable and favorable environment to implement the set targets.

Directing this content, Provincial Party Secretary Nguyen Dac Vinh said that Hoang Mai town was newly established but quickly stabilized all aspects to ensure socio-economic development, national defense and security. However, comrade Nguyen Dac Vinh also pointed out some shortcomings that Hoang Mai town needs to focus on overcoming.
That is a slow-growing urban area without a specific and clear definition. There are no parks or community cultural works in the area; the transportation system and urban infrastructure are still weak; the education and health sectors have not developed commensurate with the industrial urban area; current tourism activities still rely mainly on natural conditions; the implementation of projects still faces difficulties and obstacles in site clearance, especially there are still petitions, complaints and denunciations related to this issue. Secretary of the Provincial Party Committee Nguyen Dac Vinh said that, with the current context and situation, the target of average added value per capita by 2020 of 81 million VND/person/year of Hoang Mai town will be very difficult to achieve.
Regarding the issue of exploitation and economic development in coastal areas, Head of the National Assembly Delegation of the province Nguyen Dac Vinh requested the leaders of Hoang Mai town to carefully study the issue of benefits and environmental protection; have measures to closely monitor and manage the activities of stone quarries that cause environmental pollution.
In addition, in the work of attracting investment, the Provincial Party Secretary also requested Hoang Mai town to further improve administrative reforms and quickly carry out investment promotion procedures. Regarding the proposals of Hoang Mai town, the Provincial Party Secretary affirmed that the province will pay attention, key projects and unfinished projects in the plan will be prioritized for implementation. Other proposals will be based on reality to be gradually resolved. Provincial Party Secretary Nguyen Dac Vinh also requested the leaders of the Provincial People's Committee to coordinate with Hoang Mai town to review the planning work in the locality.
Shoe factory project creates jobs for 2,000 workers
Next, the delegates listened to and gave their opinions on the investment policy of the export leather footwear factory project at Van Dien Industrial Park, Nam Dan district.

Speaking on the project investment policy, delegates said that the project is consistent with the province's industrial development planning orientation, and is part of the overall plan for developing Nghe An industrial clusters until 2020. The project is consistent with the investment attraction policy of the province and Nam Dan district... In addition, some delegates also requested the leaders of the province and Nam Dan district to request the project owner to build housing for workers within the factory premises; pay attention to investing in infrastructure and traffic, especially the Nam Dan town intersection and National Highway 15A in the direction of Truong Bon National Historical Site. On that basis, it is to ensure traffic safety for factory workers when the project comes into operation.
Concluding this content, Provincial Party Secretary Nguyen Dac Vinh said that this is one of the important projects of the province and Nam Dan district. When completed, the project will create jobs for many local workers, along with the formation of other convenient service activities. Therefore, he requested the Provincial People's Committee, departments, branches and Nam Dan district to pay attention so that the project can be implemented on schedule.
Unanimously change the Resolution on Population and Family Planning
In this meeting, the Provincial Party Committee also spent time discussing and discussing the issuance of a new directive to replace Directive No. 09-CT/TU dated September 19, 2012 on strengthening leadership and direction in implementing Resolution No. 20-NQ/TU dated June 26, 2009 of the Provincial Party Committee on continuing to promote population and family planning work in the new situation. The summary of 5 years of implementing Directive 09 shows that although Directive 09 is suitable for Nghe An province, it is not suitable for the general situation of the whole country, so the Provincial Party Committee is studying to replace it.
Speaking on this issue, the Provincial Party Secretary affirmed that the Central Government has issued a new Resolution and policy on population and family planning, so the province must also make appropriate changes. Provincial Party Secretary Nguyen Dac Vinh also said that for a long time, there have been a number of violations of the Law on Marriage and Family in the province, and there have even been party members who have been dishonest in having a third child. Therefore, it is necessary to issue a new, stricter resolution that is consistent with the common goals of the Central Government.

Members of the Provincial Party Committee also listened to a report summarizing 5 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international economic integration.
After listening to the draft report presented by the representative of the Provincial Party Committee's Propaganda Department and the opinions of some delegates at the conference, the Provincial Party Committee Secretary affirmed that Resolution No. 29-NQ/TW is one of the important contents with orientation and pivotal nature on education and training. Therefore, summarizing and evaluating the resolution is of key significance to the orientation of educational development of the country in general and Nghe An in particular.

However, in relation to this field, comrade Nguyen Dac Vinh also raised a number of issues of public concern regarding teaching and learning approaches in recent times, such as: Teaching according to the VNEN program; textbook innovation; educational technology...
The Provincial Party Secretary said that for a long time, there has been no in-depth assessment of the quality of education, but it has mainly relied on numbers such as the number of excellent students, the number of qualified schools, etc. Educational programs, learning materials, methods of assessing teacher quality, etc. have not been properly assessed; major exams have had problems that have caused public concern...
Comrade Nguyen Dac Vinh also said that for a long time, the whole country as well as Nghe An has been focusing on fundamental and comprehensive reform of education, but the evaluation of output quality of this field has not reflected its nature. There are many shortcomings in university training; the vocational school system is also not good.
In addition, the Provincial Party Secretary raised a number of issues that the Provincial People's Committee and the Department of Education and Training need to strengthen management, supervision and handling, such as: the situation of studying two shifts a day, overcharging, wrong spending at schools, using overcharged money to pay for contract teachers, etc.
