The meeting includes the following contents: Listening to reports on the implementation of the socio-economic plan, national defense and security and foreign affairs in the first 6 months of 2015; giving opinions on promulgating criteria for key projects of the province and key projects of group C managed by the locality; Listening to and giving opinions on the content and program of the 14th session of the Provincial People's Council; Giving opinions on awarding the title of Labor Hero to the Nghe An State Treasury and the Personnel Organization Work Committee.

Comrade Le Xuan Dai, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee reported on the socio-economic situation in the first 6 months of 2015.

In the first 6 months of the year, the growth rate is estimated at 6.51% over the same period, higher than the same period in recent years (same period in 2012: 5.02%; 2013: 5.42%; 2014: 6.37%). Agricultural production area in the winter-spring crop increased by 2.98% over last year, total output of grain crops in the winter-spring crop increased by 3.8% over the same period last year. Industrial production in the province, although on the path of recovery, is still slow and unstable. The average industrial development index in the first 6 months of 2015 is estimated to increase by 8.99% over the same period. Total retail sales of goods are estimated at 19,789.19 billion VND, up 10.58% over the same period. Foreign affairs activities are taking place vigorously. Cooperation between Nghe An and other countries is strengthened to promote and seek investment opportunities.

Budget revenue in the first 6 months of the year basically met the estimated progress and increased compared to the same period, total budget revenue is estimated at 3,960.6 billion VND, equal to 48.4% of the estimate, up 13.7% over the same period.

At the meeting, after listening to the opinions of relevant departments and branches, and the opinions of the Provincial Party Standing Committee, comrade Ho Duc Phoc concluded: Regarding the contents proposed by the investor Ton Hoa Sen, the People's Committee was assigned to submit to the Government the contents under the Government's authority, and to submit to the Provincial People's Council the contents under the authority of the assigned local government. The goal is to create favorable conditions for investors to effectively implement projects, making positive contributions to the socio-economic development of the province.

Regarding the mobilization of funds for site clearance to implement a number of large projects in the province, comrade Ho Duc Phoc said that it is necessary to limit to the maximum the borrowing from commercial banks. It is necessary to take advantage of capital sources from investors, savings from the budget and government bonds. The Provincial Party Secretary also directed to overcome the confusion in direction and management, it is necessary to clearly identify capital sources to be arranged in a specific and feasible manner to serve the site clearance well, creating conditions for investors to speed up the project implementation progress, contributing significantly to the successful implementation of socio-economic goals and targets in the last 6 months of 2015 as well as the 2010-2015 term.
