Overview of the Provincial Party Standing Committee meeting in June 2015

The session included the following agenda items: Hearing reports on the implementation of the socio-economic, national defense and security, and foreign affairs plans for the first six months of 2015; giving opinions on the issuance of criteria for key provincial projects and key projects in Group C managed by the locality; hearing and giving opinions on the content and program of the 14th session of the Provincial People's Council; giving opinions on awarding the title of Hero of Labor to the Nghe An State Treasury and the Personnel and Organization Committee.

Comrade Le Xuan Dai, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, reported on the socio-economic situation in the first six months of 2015.

In the first six months of the year, the growth rate is estimated at 6.51% year-on-year, higher than the same period in recent years (2012: 5.02%; 2013: 5.42%; 2014: 6.37%). Agricultural production in the winter-spring crop increased by 2.98% compared to last year, and the total output of grain crops in the winter-spring crop increased by 3.8% year-on-year. Industrial production in the province, although on the path to recovery, is still slow and not yet stable. The average industrial development index in the first six months of 2015 is estimated to increase by 8.99% year-on-year. Total retail sales of goods are estimated at VND 19,789.19 billion, an increase of 10.58% year-on-year. Foreign relations activities were vibrant. Cooperation between Nghe An and other countries was strengthened to promote and seek investment opportunities.

Budget revenue in the first six months of the year basically met the projected targets and increased compared to the same period last year. Total budget revenue is estimated at 3,960.6 billion VND, equivalent to 48.4% of the projected target, an increase of 13.7% compared to the same period last year.

At the meeting, after hearing the opinions of relevant departments and agencies, and the opinions of the Provincial Party Standing Committee, Comrade Ho Duc Phoc concluded: Regarding the proposals from Hoa Sen Group, the Provincial People's Committee is tasked with submitting to the Government the matters within the Government's authority, and to the Provincial People's Council the matters within the local government's assigned authority. The goal is to create favorable conditions for the investor to implement the projects effectively and make a positive contribution to the socio-economic development of the province.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Committee - presented a summary report on the need for land clearance to accelerate the progress of several large-scale projects in the province. These include the Song Lam Cement Plant project, the 72-meter Vinh - Cua Lo road, the VSip 6 project, and projects of the Ton Hoa Sen Group...

Representatives of the Party Committee of the Provincial People's Council reported on the proposed agenda for the 14th session of the Provincial People's Council (16th term).

Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, exchanged and clarified information regarding funding sources and solutions for mobilizing funds for land clearance to implement large-scale projects.

Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, gave his opinion on the content and program of the 14th session of the 16th Provincial People's Council.

Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, concluded the meeting by addressing the issues discussed and directing the implementation of solutions to accelerate socio-economic development in the last six months of the year and to achieve the goals and tasks set forth in the Resolutions of the Party Congresses at all levels for the 2010-2015 term.

Regarding the mobilization of funds for land clearance for several large projects in the province, Comrade Ho Duc Phoc suggested minimizing borrowing from commercial banks. He emphasized the need to leverage capital from investors, budget savings, and government bonds. The Provincial Party Secretary also directed that the shortcomings in leadership and management be addressed, and that specific and feasible funding sources be clearly identified to facilitate land clearance, enabling investors to accelerate project implementation and significantly contribute to the successful achievement of socio-economic goals and targets for the last six months of 2015 and the 2010-2015 term.
