On the morning of July 3, in Vinh City, the Standing Committee of Nghe An Provincial Party Committee held a regular meeting for June 2024. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired and directed.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee and leaders of relevant departments and branches.
The economy continues to grow
At the meeting, the Provincial Party Standing Committee listened to and gave opinions on the socio-economic situation, public investment, administrative reform work in the first 6 months of the year; tasks and solutions for the last 6 months of the year.

Overcoming many challenges and difficulties, Nghe An province's socio-economic situation still maintained relatively strong growth momentum in the first 6 months of the year.
Many indexes have maintained a fairly high growth rate such as: GRDP, Industrial Production Index (IIP)... Besides, compared to the same period, State budget revenue reached the highest level ever.
According to data released by the General Statistics Office, the growth rate of total product in Nghe An province (GRDP) in the first 6 months of this year is estimated to increase by 6.76% (in the first quarter it increased by 6.38%; in the second quarter it increased by 7.22%), ranking 3rd in the North Central region and 26th in the country, higher than the same period in 2023 (6.15%).
Of which, the agriculture, forestry and fishery sector is estimated to increase by 4.13%; the industry - construction sector is estimated to increase by 9.95% (industry alone is estimated to increase by 11.32%); the service sector is estimated to increase by 5.85%, product tax, excluding product subsidies is estimated to increase by 6.77%.

State budget revenue in the area is estimated at 11,897 billion VND, reaching 74.8% of the estimate assigned by the Provincial People's Council, equal to 140.2% of the same period and exceeding the set scenario (8,615 billion VND).
Of which, domestic revenue is estimated at VND 11,052 billion, reaching 76% of the estimate, equal to 139.9% of the same period; revenue from import and export activities is estimated at VND 836 billion, reaching 64.3% of the estimate, equal to 144.2% of the same period in 2023.
As of June 25, 2024, the province has granted new licenses to 40 projects with a total registered investment capital of VND 14,297.7 billion; compared to the same period last year, the total newly granted investment capital is 1.14 times higher; at the same time, 84 projects have been adjusted, of which 23 projects have adjusted their total investment capital with a total investment capital increase of VND 6,955.9 billion.
The total newly granted and adjusted capital is 21,253.6 billion VND. Of which, 3 FDI projects were attracted/48 million USD, the total newly granted and adjusted capital is 291.6 million USD.

However, reality poses a number of challenges and difficulties that require focused direction and resolution in the last 6 months of the year, as set forth by the comrades in the Provincial Party Standing Committee.
Comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee proposed to review the goals and targets to propose solutions for implementation; at the same time, improve the effectiveness of coordination in handling work between departments, branches and localities.
Comrade Pham Trong Hoang - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, pointed out the difficulties of enterprises in recruiting workers; thereby proposing solutions to focus on leadership and direction.

On the other hand, the Chairman of the Provincial Party Committee's Inspection Commission also suggested emphasizing the role and responsibility of district-level Party committees and authorities in the task of disbursing capital for three national target programs.
Highly agreeing with 10 groups of tasks and key solutions in the last 6 months of the year on socio-economic development, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu highly appreciated the leadership and management role of the Provincial Party Committee Standing Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Nghe An province with the spirit of solidarity, focusing on improving the effectiveness of leadership and management.
The Deputy Secretary of the Provincial Party Committee also requested to pay more attention to the issue of resolving complaints and petitions from the grassroots level; and focus on disbursing compensation funds for land clearance on National Highway 1A.

Chairman of the Provincial People's Committee Nguyen Duc Trung analyzed and clarified further the implementation of basic indicators in the first 6 months of the year such as: GRDP, budget revenue, investment attraction.
However, the Chairman of the Provincial People's Committee suggested that the Provincial Party Committee Standing Committee pay more attention to promoting the site clearance of VSIP Nghe An II (Tho Loc) and Hoang Mai II industrial parks, because the current progress has not met the target, to create favorable conditions to attract investment.
Referring to the difficulties of enterprises in recruiting labor, the Chairman of the Provincial People's Committee said that if this issue is not addressed directly, it will be a bottleneck in attracting investment in the province in the coming time. Because in addition to support in procedures, premises, and infrastructure, labor is the decisive factor for enterprises when choosing to invest.
On that basis, the head of Nghe An Provincial People's Committee said that he has assigned the Department of Labor, Invalids and Social Affairs to coordinate with the Southeast Economic Zone Management Board and relevant sectors to prepare for a thematic conference to resolve this issue; at the same time, he proposed that the Provincial Party Committee Standing Committee consider issuing a directive or leadership resolution on labor supply to serve investors.

Regarding administrative reform, the Chairman of the Provincial People's Committee said that he had assigned the Department of Home Affairs to guide the implementation of Decree No. 73/2023/ND-CP regulating cadres who dare to think and dare to do; at the same time, he requested more attention to this issue to remove the fear of performing official duties of a number of cadres and civil servants today.
Comrade Nguyen Duc Trung suggested that the province should proactively develop plans, work with central ministries and branches to provide guidance, and proactively develop key contents to soon concretize Resolution No. 137 of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, effective from January 1, 2025, with an implementation period of 5 years.

Concluding this content, acknowledging the results achieved in the first 6 months of the year, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy noted a number of key tasks, especially the drastic participation of the political system to carry out the tasks of economic and social development and administrative reform in the last 6 months of the year.

Along with that, the Party Committee of the Provincial People's Committee needs to review the results of implementing some difficult-to-achieve targets for the 2020-2025 term such as: GRDP, budget revenue, per capita income, and report to the Provincial Party Committee Standing Committee at the end of September 2024. These are 3 very important targets reflecting the level and quality of economic development and people's lives.
Provincial Party Secretary Thai Thanh Quy also requested to proactively develop a plan to implement Resolution No. 137 of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; at the same time, consult on specific mechanisms and policies under the authority of the Government and the Prime Minister to submit to competent authorities for consideration and decision. On the other hand, the Provincial People's Council also needs to specify the mechanisms and policies decentralized in Resolution No. 137.
Comrade Thai Thanh Quy requested to speed up the implementation of the arrangement of commune-level administrative units in the 2023-2025 period, expand the administrative boundaries of Vinh city; pay attention to implementing the program of building houses for poor households and households with housing difficulties.

Comrade Thai Thanh Quy also noted a series of important issues that need to be focused on to improve the effectiveness of investment attraction such as: site clearance to build infrastructure for VSIP Nghe An II and Hoang Mai II industrial parks; completing the contents to start construction of Cua Lo deep-water seaport and implementing the LNG power project.
In particular, facing the difficulties in labor recruitment of enterprises, the Provincial Party Secretary agreed with the viewpoint reported by the leaders of the Department of Labor, Invalids and Social Affairs at the meeting that it is necessary to look at it from many perspectives; thereby, requesting that at the upcoming thematic conference organized by the Provincial People's Committee, it is necessary to invite leaders of districts, cities, towns, and enterprises to participate in order to discuss and find solutions.
On the other hand, comrade Thai Thanh Quy also requested the participation of the entire political system, especially the Fatherland Front and socio-political organizations to connect labor supply and demand; consider advising the province to issue support policies to attract workers along with business policies.
Also in the working program, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the policy of building a Resolution of the Provincial People's Council on a number of policies to support ethnic boarding schools and high schools implementing the model of ethnic boarding schools in ethnic minority and mountainous areas in Nghe An; the plan to use increased revenue sources and save provincial budget expenditures in 2023; the plan to allocate provincial budgets to support Nghe An province; allocate additional central budget for Nghe An province and many other important contents.
