In recent years, implementing the policies of the Party and the State on collecting funds and mobilizing contributions from the people; localities and schools in the province have mobilized a large resource to invest in development, gradually improving the material and spiritual life of the people and creating better learning conditions and environments for children; contributing to the successful construction of new rural areas and civilized urban areas in each locality.

However, practice still poses some limitations.There are still some localities, units and schools that have not seriously implemented the State's regulations on mobilizing and managing funds; using revenue sources for the wrong purposes, causing bad public opinion among the people.

From the practical situation and on the basis of the presentation of the draft Directive by the Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai, the opinions of the comrades in the Provincial Party Standing Committee and representatives of a number of departments and branches highly agreed and believed that the issuance of the Directive was very necessary to rectify existing problems and limitations.

Vice Chairwoman of the Provincial People's Council Cao Thi Hien emphasized: It is necessary to thoroughly grasp and unify a viewpoint, all types of funds to mobilize and mobilize people's contributions must be implemented according to the voluntary principle on the basis of consensus between the people and local Party committees and authorities, avoiding exceeding the people's capacity; ensuring compliance with legal regulations.

Director of the Provincial Police, Colonel Nguyen Huu Cau, said that the Directive should clearly state that school principals and commune-level People's Committee Chairmen must take full responsibility if there are violations in mobilizing funds in villages, hamlets, blocks, and schools under their management.

Agreeing with the issuance of the Directive of the Provincial Party Standing Committee on this issue, Provincial Party Secretary Nguyen Dac Vinh requested the People's Committees of districts, cities and towns to be responsible for directing the review and abolishment of illegal regulations.

The Provincial Party Secretary also requested that voluntary contributions in schools should not be imposed or assigned to classes, and that there should be no mobilization for poor households or policy households; no minimum level should be set, but a ceiling level must be set to avoid overcharging.

Agreeing with the opinions of some members of the Provincial Party Standing Committee, the Provincial Party Secretary emphasized: Not only must specific responsibilities be assigned to the Chairman of the People's Committee at the commune level and the principals of schools, but also the Chairman of the People's Committee at the district level when violations occur in mobilizing and collecting contributions in residential areas and schools.

Secretary of the Provincial Party Committee Nguyen Dac Vinh assigned the Provincial People's Council to study and issue a Resolution on this issue and the Provincial People's Committee to develop regulations or guidelines for implementation; the Provincial People's Committee is responsible for coordinating with the Provincial Party Committee's Organizing Committee as well as directing the Department of Home Affairs to issue regulations on handling responsibilities for organizations and individuals who violate the collection of funds and fees in the province.
