The Standing Committee of Nghe An Provincial Party Committee approved the policy to support redundant cadres, civil servants and public employees due to administrative unit rearrangement.
On the afternoon of August 28, the Provincial Party Standing Committee held its regular meeting for August 2024. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee and comrades representing the leaders of the Central Party Committees and Offices and comrades in the Standing Committee of the Provincial Party Committee, leaders of relevant departments, branches and localities.
At the meeting, the Standing Committee of the Provincial Party Committee approved the policy of developing and promulgating a Resolution of the Provincial People's Council on support policies for cadres, civil servants, public employees, non-professional workers and other redundant subjects due to the rearrangement of administrative units at district and commune levels in Nghe An province.

According to the Party Committee of the Provincial People's Committee, after implementing the Project on rearranging commune-level administrative units and the Project on expanding administrative boundaries and urban space of Vinh city, the whole province will reduce 1 district-level administrative unit and 48 commune-level administrative units.
The number of surplus district-level cadres and civil servants is 207. The number of surplus commune-level cadres and civil servants is 799. The number of surplus non-professional workers is 392.
In addition, the number of standing members of the Commune Fatherland Front, standing members of commune-level mass organizations, and labor contract workers who had to quit their jobs due to administrative unit rearrangement was 356 people.
Therefore, it is necessary to issue support policies to contribute to motivating, encouraging and supporting redundant people who have to quit their jobs due to the policy of rearranging administrative units. Accordingly:
a) Cadres, civil servants, public employees, and people working under labor contracts outside the regime and policies of streamlining payrolls as prescribed by current laws are entitled to additional support as follows:
- In case of early retirement: Support of 3 months of current salary for each year of early retirement compared to the retirement age prescribed in Appendix I issued with Decree No. 135/2020/ND-CP dated November 18, 2020 of the Government regulating retirement age.
- In case of immediate termination of employment: Support of 1 month of current salary for each year of work with mandatory social insurance.
- For pensioners holding positions as district or commune level officials: support of 1 month of current salary for each year of work at the current position.
b) Part-time commune-level workers are supported for each year of work in their current position (excluding concurrent positions) equal to 01 month of current allowance (maximum support not exceeding 15 months).
- Standing members of the Vietnam Fatherland Front and Standing members of commune-level mass organizations receive one-time support of VND 3,200,000/person.
c) Regarding the implementation time of support regime:
- For cadres, civil servants, public employees, and labor contracts at district and commune levels: Implement the regime within 5 years from the effective date of the resolution of the National Assembly Standing Committee on arrangements for each administrative unit.
- For part-time workers at the commune level: Implement the regime within 1 year from the effective date of the resolution of the National Assembly Standing Committee on arrangements for each administrative unit.
It is expected that after implementing the Project on rearranging commune-level administrative units and the Project on expanding administrative boundaries and urban space, Vinh city will have 1,754 redundant people.
However, according to the roadmap for resolving surplus from 2025-2029 in the Administrative Unit Arrangement Project, there are 504 people expected to retire, retire according to Decree 26/2015/ND-CP and transfer to other communes.
Therefore, it is expected that 1,250 people will benefit from the policy under this Resolution, specifically: 149 redundant district-level officials, civil servants and public employees with an estimated cost of 20.7 billion VND. 353 redundant commune-level officials and civil servants with an estimated cost of 35.2 billion VND.
There are 392 part-time workers at the commune level with an estimated budget of 16.5 billion VND. There are 245 members of the Standing Committee of the Vietnam Fatherland Front and Standing Committee members of commune-level mass organizations with an estimated budget of 0.8 billion VND. There are 111 people with labor contracts with an estimated budget of 3.1 billion VND.
The total estimated cost of implementing the Resolution is 76 billion VND.
After the Provincial Party Standing Committee approves the policy, the Provincial People's Committee will submit it to the Provincial People's Council for consideration and issuance of a Resolution.
