The Standing Committee of Nghe An Provincial Party Committee approved the Project to reorganize the inspection agency system.
The reorganization plan will end the operations of 12 department-level inspectors and 20 district-level inspectors to arrange and organize them into departments under the provincial Inspectorate.
On the morning of May 9, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired the regular April meeting of the Provincial Party Committee Standing Committee.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Duc Thien - Deputy Head of Department III of the Central Inspection Committee; along with comrades in the Standing Committee of the Provincial Party Committee and leaders of a number of provincial departments, branches, sectors and units.

The Provincial Party Standing Committee listened to and commented on the draft Project to arrange the inspection agency system to be streamlined, strong, effective, efficient, and effective according to the conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly's resolutions, and the Prime Minister's Decision.
The organization of the Nghe An Inspectorate currently includes the Provincial Inspectorate, 12 Department-level Inspectorates and 20 District-level Inspectorates, with a total of 269 civil servants and 6 labor contracts according to Decree 111/2022/ND-CP dated December 30, 2022 of the Government.

Of which, the Provincial Inspectorate has 6 department-level units, including the Office and 5 functional departments with 49 civil servants and 3 labor contracts. The Department-level Inspectorate has 12 units, with 123 civil servants and 3 labor contracts. The District-level Inspectorate has 20 units, with 97 civil servants.
The streamlining plan will end the operations of 12 department-level inspectors and 20 district-level inspectors to arrange and organize them into departments under Nghe An Provincial Inspectorate.
After the arrangement and streamlining of the Provincial Inspectorate's apparatus, there was only one focal point, the Provincial Inspectorate, a reduction of 32 focal points, reaching a rate of 96.97%.

Following the Government Inspectorate's Project, the functions and 4 tasks of the Provincial Inspectorate after the arrangement will continue to perform the functions and tasks according to regulations, and at the same time receive the functions and tasks of 32 Department-level and District-level Inspectorate organizations.
Accordingly, Nghe An Provincial Inspectorate arranged 9 departments and equivalent, reduced 29 department-level organizations, reaching a rate of 76.3% with 155 civil servant positions, reduced from 269 civil servants to 155 civil servants, reduced 114 civil servants, reaching a rate of 42.4%.

Regarding human resources, the number of civil servants currently working at the Provincial Inspectorate will remain the same (after implementing policies and regimes); the remaining number will be assigned to the Provincial Inspectorate to select from the total number of civil servants working in inspection at departments and district-level People's Committees who have registered their wishes to work at the Provincial Inspectorate to request competent authorities to transfer, ensuring quantity and quality according to regulations.
In addition, the Provincial Inspectorate is assigned 8 labor contracts according to Decree 111/2022/ND-CP to perform driving and service jobs...

The Provincial Inspectorate after the reorganization is a specialized agency under the Provincial People's Committee, assisting the Provincial People's Committee in state management of inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity; performing inspection tasks within the scope of state management of the Provincial People's Committee; performing the tasks of receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity according to the provisions of law.
At the meeting, members of the Provincial Party Standing Committee gave their opinions on the contents related to personnel, functions, tasks, and working headquarters of the Provincial Inspectorate after the arrangement.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung affirmed that the Provincial Party Standing Committee agreed on the content of the project for implementation.
Provincial Party Secretary Nguyen Duc Trung suggested paying attention to doing a good job of ideological work so that when put into operation, it can achieve the goal of being lean, compact, strong, effective, efficient, and effective; reviewing and clearly defining functions and tasks to arrange, assign, and delegate tasks to each organization and individual, in accordance with the requirements in the new situation.

Agreeing with the number of staff in the project, the Provincial Party Secretary said that after the arrangement and operation, if possible, the Provincial Inspectorate can be adjusted to increase the number of staff to perform its tasks well and suggested paying attention to training and coaching for district-level officials to work at the Provincial Inspectorate.
The Provincial Party Committee is interested in arranging and allocating headquarters and facilities for the Provincial Inspectorate.

Provincial Party Secretary Nguyen Duc Trung requested that during the process of arrangement and operation, the Provincial Inspectorate review and adjust tasks in the 2025 plan for implementation, not leaving any areas or fields vacant, and not interrupting work.
