Provincial Party Committee's Organizing Committee solicits comments on amending regulations on personnel work
(Baonghean.vn) - On the morning of July 13, the Provincial Party Committee's Organizing Committee held a conference to contribute ideas to amend Regulation No. 57-QD/TU of the Provincial Party Committee's Standing Committee on recruitment, reception and transfer of cadres, civil servants and public employees of party agencies, socio-political organizations and affiliated public service units.

Speaking at the opening of the conference,Deputy Head of the Provincial Party Committee's Organization CommitteeLe Quoc Khanh said: Regulation 57/QD-TU dated December 28, 2015, issued more than a year ago, has been effective, making the recruitment of cadres for local party and mass organizations more convenient.
However, currently, Regulation No. 57/2013/QD-UBND dated October 4, 2013 of the Provincial People's Committee on attracting high-quality human resources will be abolished because it is not in accordance with the spirit of Decree No. 24/2010/ND-CP dated October 15, 2010 of the Government; along with the Central regulations on recruiting cadres, civil servants and public employees that are still in effect and in the process of implementing Regulation 57/QD-TU, there are still some problems that need to be revised and adjusted.

Attending the conference were representatives of departments and offices under the Provincial Party Committee's Organizing Committee and the organizing committees of provincial departments and branches and district, city and town Party Committees. |
In some localities, the proportion of female cadres at all levels, especially at the provincial level, is very limited; the proportion of Catholic and ethnic minority cadres is also low. Therefore, it is necessary to organize a conference to contribute ideas to amend Regulation 57/QD-TU, in order to create conditions for recruiting cadres and improve the quality of cadres in party and mass organizations at all levels.

Report summarizing comments on the draft amendments and supplements to the provisions of Regulation 57/QD-TU,Comrade Ho Dang Tai said that the delegates attending the conference proposed to amend and supplement a number of points such as: the process of selecting personnel records for recruitment of commune-level cadres needs to have more specific regulations; amend and supplement recruitment conditions for newly graduated students applying for recruitment into socio-political organizations; priority subjects for recruitment of civil servants and public employees; for labor contracts according to Decree 68/ND-CP, the maximum number of people should be regulated.
Supplement the basis for recruiting civil servants and public employees and preferential regulations for recruiting civil servants and public employees in mountainous districts such as regulations on qualifications and education to create conditions for localities to recruit ethnic minorities to ensure the prescribed ratio, especially for ethnic minorities with very few people. It is necessary to stipulate specific time for cases of long-term commitment to work at party agencies, socio-political organizations, and political training centers in mountainous districts.
Delegates attending the conference also expressed concerns about continuing to arrange work for the young intellectuals of the 600 commune vice chairmen project in the 30a districts after the project ends due to the lack of vacancies. Regarding the recruitment of party and mass organization cadres for those who have studied abroad, there must be strict examination to ensure internal political protection.
Delegates also said it is necessary to consider regulations on conditions for recruiting civil servants and public employees for ethnic minorities, especially regulations on qualifications and academic qualifications to create conditions for localities to recruit children of ethnic minorities.

Delegates also proposed to increase the position of deputy party secretary at the commune level. In addition, the difficulties in transferring cadres from lower to higher levels, and the transfer between civil servants and public employees were also reflected by delegates, and suggested to be supplemented and clearly regulated.
It is proposed to delegate authority to the Standing Committee of the District Party Committee in transferring cadres from party committees and mass organizations to political training centers and vice versa; the conditions for recruiting cadres from commune level to district level for female cadres need to be adjusted to a more suitable time or age. It is proposed to increase the age limit for cadres of the Standing Committee of the Provincial Youth Union...
Responding to the issue of prioritizing the recruitment of ethnic minority cadres, comrade Le Quoc Khanh said that the district needs to proactively register annual recruitment targets for the Provincial Party Committee's Organizing Committee to consider and approve.
For each opinion and other suggestions of the delegates at the conference, representatives of the Provincial Party Committee's Organizing Committee and comrade Le Quoc Khanh answered and explained specifically, and at the same time accepted reasonable opinions to supplement and consider amending Regulation 57/QD-TU.
Concluding the conference, comrade Le Quoc Khanh acknowledged that 18 comments at the conference were of very high quality, and the delegates highly agreed with the draft amendment to Regulation No. 57/QD-TU. He noted that some provisions of the draft implementation of Regulation No. 57/QD-TU in particular and personnel work in general need to closely follow the regulations of the Central Government to avoid problems when applying them to local practices, and assigned the Department of Personnel Policy to absorb the comments and complete the draft for submission to the Standing Committee of the Provincial Party Committee for consideration./.
