Nghe An Provincial Party Committee Organizing Committee organizes civil servant examination

On the morning of December 21, the Provincial Party Committee's Organizing Committee organized the first round of examinations for officials and civil servants of agencies. This is the content of implementing Plan No. 212-KH/TU dated October 9, 2019 of the Provincial Party Committee's Standing Committee on organizing examinations and examinations of civil servants of Party, State, Fatherland Front and socio-political organizations in 2019.

Speaking at the opening ceremony of the exam, the Head of the Provincial Party Committee's Organizing Committee said that as the unit assigned by the Provincial Party Committee's Standing Committee to serve as a model, the leaders of the Committee first directed a thorough review of all departments, checking the level of compliance with the conditions and standards in the records of all cadres and civil servants of the agency.

Next, the Provincial Party Committee's Organizing Committee reviewed job positions, associated with titles, standards and organized civil servant exams.

“The assessment must be done carefully and thoroughly, so the Board decided to conduct the assessment for deputy department heads first. The exam aims to test skills in drafting documents, planning, and project development; skills in handling situations, and sensitivity in handling work; and to see how well officers and civil servants understand the fields they are in charge of and advise on,” emphasized comrade Ho Phuc Hop.

According to the head of the Provincial Party Committee's Organizing Committee, it is necessary to determine that civil servant testing and assessment will be a regular task, contributing to reviewing job positions and assessing their suitability to reorganize if necessary.

Besides, the exam helps to discover the content that needs to be improved for cadres and civil servants, and is an orientation to continue training and fostering cadres and civil servants appropriately and effectively.

The first round of the Provincial Party Committee's assessment exam includes two parts. In the first part, civil servants draw 25 questions randomly mixed by computer, a combination from a question bank built from 2,000 situations.

The test content is a multiple choice test of general knowledge about the political system, organization and apparatus of the Party, State, socio-political organizations, and professional work of Party organization and building.

The Provincial Party Committee's Organizing Committee is one of seven units selected to be the venue for the civil servant examination, along with the following units: Provincial Party Committee's Propaganda Department, Provincial Fatherland Front Committee, Tan Ky District Party Committee, Provincial People's Committee Office, Department of Home Affairs and Vinh City People's Committee. In the first round, seven civil servants of the Provincial Party Committee's Organizing Committee participated in the exam, who were comrades holding the position of deputy heads of the Committee's departments.

In the second part of the exam, civil servants are required to write and defend an outline of a project, program, plan... appropriate to the job position.

The Council guides the subject for the civil servant to develop an outline and defend the outline in turn. After defending the outline, the Council sets a situation for the civil servant to handle. The points for defending the outline and handling the situation are calculated separately.
