Central Organizing Committee seeks opinions on draft 'power control'
For the first time, the Party building industry conference discussed the topic of "controlling power and preventing the abuse of power and positions".
On January 19, the Central Organizing Committee held a national conference to review the Party building work in 2017 and deploy tasks for 2018. General Secretary Nguyen Phu Trong attended and delivered a speech directing the conference.
Here, for the first time, the Central Organizing Committee presented a draft on controlling power and preventing "buying positions and power" in personnel organization work to solicit delegates' opinions.
In his opening speech, Head of the Central Organizing Committee Pham Minh Chinh emphasized that "we hope that delegates will not focus too much on reporting achievements, but spend time analyzing and dissecting the causes of limitations and weaknesses and proposing solutions to overcome them."
Mr. Chinh also asked delegates to focus on giving opinions related to the above draft topic.

According to Mr. Nhan, practice shows that there are still limitations inCollect and classify feedback and propose solutions; there are no regulations of the Party and the State defining the responsibilities of agencies to coordinate with each other to fully receive and promptly handle them.
In order to overcome the above limitations, Ho Chi Minh City has issued a procedure for handling information reflecting on collectives and individuals with ideological, political, moral and lifestyle degradation and violations of the law. Accordingly, the heads of agencies with people being reflected must report the incident to the Party Committee at the same level and direct the resolution.
The leaders of the Ho Chi Minh City Party Committee also mentionedThe situation of "superiors lighting big fires, but subordinates are slow to light fires or light small fires while degradation and corruption destroy people's trust every day and every hour, destroying state assets, the fighting strength of the Party and the overall strength of the country".
Mr. Nhan emphasized that the inspection and supervision of the Party Committee and the government at higher levels with the lower levels, the supervision of the Fatherland Front, socio-political organizations and the people, the National Assembly and the People's Council are of decisive significance.
"In 2018, the Standing Committee of the Ho Chi Minh City Party Committee will focus on directing the implementation of the process of handling information reflecting degraded collectives and individuals; assigning the Standing Deputy Secretary of the City Party Committee to directly direct," said Mr. Nhan.

Mr. Le Dinh Son, Secretary of Ha Tinh Provincial Party Committee, expressed his support for the Central Organizing Committee as well as competent authorities to promote the construction ofInstitutions on power control, "this issue has been regulated but must be developed more carefully, more clearly and have a specific supervisory agency".
According to himNguyen Thanh Binh - Deputy Head of the Central Organizing Committee,This agency is finalizing the project "building a team of cadres at all levels, especially at the strategic level, with sufficient capacity, qualities and prestige, equal to the task". This project will be submitted to the Politburo in the first quarter of 2018 and to the 7th Central Conference in the coming time.
Mr. Binh said that with the spirit of comprehensive innovation of the cadre strategy, the project will focus on building a cadre team at all levels with strong ideals and political will; standardizing and tightening discipline and order along with building a mechanism to liberate resources, promote potential, intelligence, and creativity in all sectors, at all levels, and everywhere; creating a breakthrough in cadre work and cadre management, especially in discovering, nurturing, and promoting talents along with controlling, screening, and replacing cadres appropriately.
In 2017, the Party building organization sector at the central level conducted the process of election, appointment, transfer, and rotation of 424 personnel, including 5 members of the Politburo and Secretariat, 3 Ministers and equivalent, 6 heads of central Party agencies and mass organizations, 8 Secretaries of provinces, cities, and centrally-affiliated Party Committees. |
