University degrees will not distinguish between full-time and part-time.
The training form at higher education institutions will change into centralized and decentralized training, not formal training and continuing training as before.
The training form will also not be recorded on the diploma as currently regulated based on the same program standards, teacher standards and output standards of the two training forms.
This is one of the notable new points in the regulations on training forms as well as university degrees proposed in the draft revised Law on Higher Education that is being published by the Ministry of Education and Training for comments before submitting to the Government.
Specifically, Clause 2, Article 6 stipulates that the training levels and forms of higher education are implemented in two forms: centralized training and decentralized training.
The Minister of Education and Training prescribes the conditions for implementing training forms.

Meanwhile, according to the current Law on Higher Education, the training levels of higher education are divided into two forms: formal education and continuing education.
In Article 38, regulations on university education diplomas, the new draft adds the provision: "The Minister of Education and Training shall uniformly prescribe the main contents recorded on diplomas and accompanying appendices".
The current Law on Higher Education only stipulates: "The Minister of Education and Training prescribes the form of university education diplomas".
Speaking to the press on the afternoon of November 24, Ms. Nguyen Thi Kim Phung, Director of the Department of Higher Education, Ministry of Education and Training, said that distinguishing between formal and continuing training forms creates the feeling that "different quality levels are declared in the training form itself."
Therefore, the new draft has proposed two forms: centralized and non-centralized, to talk about the form of training, which subjects are trained in the centralized form, and which subjects are trained in the non-centralized form.
Accordingly, training in the form of work-study or on-the-job training is a non-concentrated form of training. However, both concentrated and non-concentrated training are built on the same program standards, teacher standards, and output standards to grant a standard degree.
Besides, according to Ms. Phung, the training form will no longer be recorded on the diploma.
"We expect that training institutions, when concerned about the quality of their training, must be careful when issuing diplomas. All diplomas issued must meet standards because there is no distinction between part-time and full-time diplomas. This will be an affirmation to society about the quality of the school's training," said Ms. Phung.
Meanwhile, according to Circular No. 19/2015, the form of training (regular, regular) is one of the contents recorded on the diplomas of higher education institutions.
Regarding concerns related to negative effects that may arise when diplomas no longer distinguish between formal and part-time training as before, Ms. Phung said that once negative effects arise, first of all, students will disagree and fight because their diplomas are mixed with other diplomas that do not guarantee quality.
"On the state management side, we only do quality assessment. In the near future, training program assessment will be promoted. Program assessment will be linked to assessment of the organization and management process of each training program and the granting of degrees for that program," said Ms. Phung.
Abolish the regulation of no profit sharing in private schools The new draft also removes the provision that shareholders or capital contributors do not receive dividends or receive annual dividends not exceeding the government bond interest rate specified in Clause 7, Article 4 of the current Law on Higher Education. Specifically, in the new draft, in the explanation section on private higher education institutions and foreign-invested higher education institutions operating not for profit, the content of the regulation is only defined as: Higher education institutions whose annual accumulated profits are common assets that are not divided, for reinvestment in developing higher education institutions. |
