Provincial Party Secretary Phan Đình Trạc concluded the working session.

After 5 years of implementing Resolution No. 5 of the Central Committee (10th Congress) on ideological, theoretical, and journalistic work in response to the demands of reform, regarding ideological work: The awareness of Party committees, government agencies, and the political system at all levels regarding the role and position of ideological work has been enhanced. Party committees at all levels have also paid attention to improving the quality of oral propaganda work, maintaining regular monthly briefing sessions from the provincial level to subordinate Party committees in a serious and high-quality manner; and establishing and operating current affairs clubs in all 20 districts, cities, and towns. The work of political theory education and learning has received investment and has seen many positive changes in training, fostering, and improving the political level of leading cadres at all levels. In addition, Nghe An's leadership and management of the press have undergone positive changes, and the Central Propaganda Department has assessed it as one of the localities that have performed well, making an important contribution to disseminating the Party's guidelines and policies, and the State's laws and regulations.

Currently, Nghe An province has 36 registered central and local press agencies. Six provincial press agencies publish print newspapers and online news sites. The entire province has 58 units with online information sites; 70 out of 72 departments, agencies, and localities have appointed spokespersons to ensure the legal standing of press agencies.

After listening to the opinions of the Standing Committee members, departments, and agencies, Comrade Phan Dinh Trac requested the Propaganda Department to incorporate the feedback to finalize the report, while also pointing out some limitations such as: information and public opinion guidance were not timely on sensitive issues; the study of resolutions was not regular; the handling of information reported by the press was not timely or strict enough; and there were still shortcomings in the content of news articles... From there, the Secretary proposed providing timely information and guiding public opinion to cadres, Party members, and the people; improving the quality of resolution study; engaging in dialogue with the people and the press according to the regulations; selecting and assigning political training schools to ensure the right target audience and location; updating new viewpoints and knowledge in lectures without waiting for the central government; promptly handling sensitive and negative issues raised by the press and in public opinion; and enhancing the responsibility of the managing agencies and Party members who are editors-in-chief of newspapers. It is necessary to coordinate with central press agencies and their governing bodies to manage and promptly handle violations by the press; press agencies and newspapers should continue to innovate, combat negativity and promote new ideas, and promptly address inaccurate publications; strengthen propaganda efforts targeting ethnic minorities, Catholic communities, and people living in remote areas; and pay attention to improving the team of speakers, propaganda agencies at all levels, teachers in political schools, and press agencies and reporters.

Next, the Standing Committee of the Provincial Party Committee continued to hear about the results of the implementation of the campaign for national unity in building a cultured way of life, grassroots cultural institutions, and building cultured villages and units.Over the past 10 years, the movement for national unity in building a cultured way of life has truly become an integral part of the people's cultural life, receiving widespread support. The campaign "National Unity in Building a Cultured Way of Life in Residential Areas," spearheaded by the Provincial Fatherland Front Committee, has been affirmed in practice and has become an effective emulation movement in hamlets and villages. Every year, 100% of residential areas organize the "National Unity Day of Ethnic Groups." Furthermore, 20 out of 20 districts and towns have cultural and sports facilities. At the commune, ward, and town level, 91% have land allocated for the development of cultural and sports facilities, over 90% have community cultural centers, and over 38% have cultural facilities that meet the standards set by the Ministry of Culture, Sports and Tourism. Concluding this discussion, the Provincial Party Secretary requested that the data in the report be standardized, and that the objectives, tasks, and solutions adhere closely to the eight key areas of the movement.
