According to Mr. Lam, there is another storm off the coast of the Philippines, internationally named Chanthu, at about 16.0-132.5E, level 13-14 intensity, about 1,100km east of storm Conson.

Mr. Lam commented: “At the present time, the highest possibility is that after weakening when passing through the Philippines, storm Conson will reorganize, gradually strengthen and move mainly in the West-Northwest direction at a speed of about 15-20km/h. Storm Conson is likely to be strongest when it reaches the Hoang Sa archipelago, forecast to reach level 11, gusting to level 13. In addition, there is still a possibility that storm Conson will weaken and move towards China and there are also forecasts for the storm to move south; there are plans for the storm to enter the Gulf of Tonkin and weaken. Thus, at the present time, forecasts for storm Conson are still very scattered, the main reason is that the storm is on the islands and mainland of the Philippines, interacting with the mainland, island clusters and storm Chanthu outside, making storm Conson very unpredictable”.

Mr. Lam said that it is likely that on the night of September 8, after passing through the Philippines, storm Conson will enter the East Sea and become the fifth storm of 2021. Storm Conson will move mainly in the West-Northwest direction, with an average speed of 20km, directly affecting and causing big waves and strong winds in the Hoang Sa archipelago on September 10.

Therefore, the biggest risks and impacts of storm Conson will be very strong winds in the entire North East Sea from September 9-11; in which the sea area of ​​Hoang Sa archipelago will have strong winds of level 11 around September 10, all ships operating in this area need to take shelter safely. For the mainland, currently not affected by storm Conson, but the North and Central Central regions need to pay close attention to the widespread heavy rain that is happening and will last until the end of September 9; after that, the rain will decrease and may increase again from Sunday, September 12", Mr. Lam shared./.

According to the report of the Central Steering Committee for Natural Disaster Prevention and Control, initial quick update information, some localities have reviewed plans to evacuate people in case of strong storms and heavy rains (with level 3 natural disaster risk) in the complicated conditions of the COVID-19 pandemic. Of which, it is expected to evacuate 73,996 coastal residents.
Specifically, Quang Ninh 6,018; Hai Phong 5,252; Ninh Binh 1,392; Thanh Hoa 42,034; Nghe An 18,200; Ha Tinh 1,100 people. It is expected to evacuate 114,091 people along the river and outside the dike; 70,770 people in areas at high risk of flash floods and landslides.
Other provinces are continuing to review and synthesize plans to evacuate people from dangerous areas according to each scenario of natural disasters that may occur during this period.
