Ensuring the progress of key national projects.

This is one of the key tasks of the Ministry of Construction, emphasized at the conference to review the results of the first six months of the year and implement key tasks for the last six months of 2026, which took place on the afternoon of July 7th.

The conference was attended by Comrade Tran Hong Minh - Member of the Central Committee of the Party, Minister of Construction.

Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - presided over the meeting at the Nghe An branch. Representatives from provincial departments and agencies also attended.

The report presented at the conference showed that, in the first six months of 2026, under the decisive leadership of the Ministry's leaders, the construction sector implemented comprehensively and effectively the tasks outlined in the Government and Prime Minister's work program, achieving many important and groundbreaking results.

Notably, the Ministry's institutional reform efforts have been a highlight, completing 100% of the planned program for drafting legal documents, promptly resolving obstacles, and meeting practical requirements. The Ministry has achieved all 5 assigned targets for administrative procedure reform, ranking 3rd out of 12 ministries and ministerial-level agencies in "Digital transformation in state agencies"; and has put into operation all 10 specialized databases.

The Ministry of Construction has completed the adjustment of the national urban and rural planning system. To date, 100% of urban areas nationwide have approved master plans; the percentage of communes that have completed planning is approximately 94.4%; and the urbanization rate is over 45%.

Transportation infrastructure continues to receive investment attention. Nationwide, 395 km of expressways have been completed and put into full operation, connecting the entire Eastern North-South Expressway from Lang Son to Ca Mau, totaling 3,345 km; 219 km of new national highways have been built and 212 km have been upgraded and renovated, bringing the total number of national highways nationwide to 24,595 km, and 1,701 km of coastal roads; the Ca Mau, Phu Quoc, and Gia Binh airport projects are being implemented according to plan; and many projects have achieved high disbursement rates.

The policy of developing social housing is being promoted nationwide to provide housing opportunities for low-income people. To date, there are 866 social housing projects underway across the country with a scale of 757,338 units and a total investment of approximately 605,870 billion VND.

Transportation activities continued to maintain positive growth momentum, effectively meeting the travel needs of the people, serving production and import/export of goods, and ensuring traffic order and safety.

National digital transformation efforts in the construction industry have yielded many positive results, contributing to a substantial reduction in documentation requirements and improved efficiency in administrative procedures.

In implementing tasks for the last six months of 2026, the Ministry of Construction will continue to thoroughly and decisively implement, in a coordinated and effective manner, the Resolution of the 14th National Congress of the Party; the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat; the directives of the General Secretary, the President; the Government, and the Prime Minister.

In this context, the focus remains on improving the institutional framework as a top priority; concentrating on researching and revising housing policies in line with innovative thinking and strongly developing the rental housing segment.

At the same time, continue to improve the decentralization and delegation of power mechanisms associated with enhancing the implementation capacity of localities; accelerate the investment preparation progress of important national projects; focus on resolving difficulties and obstacles related to land clearance, supply of construction materials, investment procedures, and resettlement; urge investors, project management boards, and contractors to increase resources and ensure the progress of key national projects.

Accelerate the implementation and disbursement of public investment capital in 2026; proactively review, adjust, and reallocate capital plans between projects according to regulations; and effectively implement the medium-term public investment plan for the period 2026-2030, ensuring the economical, efficient, and targeted use of public investment capital according to the set goals and schedule.

With high determination and great effort, the construction industry is focusing on completing tasks and targets, successfully achieving the socio-economic development goals for 2026 and creating a solid foundation for achieving the goals of the 2026-2030 period.
