From October 10th onwards, online newspapers, websites or portals of Party and State agencies; general information websites and social networks subject to licensing must use at least one “.vn” domain name and store information on server systems with IP addresses located in Vietnam.

This is one of the provisions included in Circular No. 24/2015/TT-BTTTT, which regulates the management and use of Internet resources and was recently issued by the Ministry of Information and Communications.

In this document, the Ministry of Information and Communications also clarifies that the registration of “.vn” domain names is carried out on the principle of equality and non-discrimination; those who register first have the right to use the domain first, except for domain names that are subject to priority protection and are reserved for auction.

Organizations and individuals who choose to register domain names must meet requirements such as not containing phrases that infringe upon national sovereignty, interests, or security, or violate social ethics, customs, and traditions; being clear, serious, and not causing misunderstanding or distortion due to polysyllabic or ambiguous meanings, or when not using diacritical marks in Vietnamese…

In addition, the protected “.vn” domain names include names of important geographical areas in border regions, names of islands, archipelagos, seas, and maritime zones of Vietnam; Vietnamese place names recognized by UNESCO as world cultural heritage sites; names of Party organizations, state agencies, and socio-political organizations (e.g., Vietnam Fatherland Front, Vietnam Trade Union, Vietnam Veterans Association, etc.); and domain names related to activities ensuring national security, defense, and diplomacy.

The circular also stipulates that the Vietnam Internet Center (under the Ministry of Information and Communications) will temporarily suspend the operation of “.vn” domain names upon written request from investigating agencies; state management agencies for information and communications as prescribed by law; or after 5 days from the date the domain name expires if the domain name registrant fails to pay the maintenance fee.

In addition, the “.vn” domain name may be revoked at the request of the Ministry of Information and Communications; by administrative sanctions imposed by the specialized information and communications inspectorate; by written request from the investigative agency in charge of information security and high-tech crime; by a legally binding arbitration decision or by a legally binding judgment or decision of a court in resolving domain name disputes…
