From October 10, electronic newspapers, electronic information sites or electronic information portals of Party and State agencies; general electronic information sites and social networks subject to licensing must use at least one “.vn” domain name and store information on a server system with an IP address in Vietnam.

In this document, the Ministry of Information and Communications also stated that the registration of “.vn” domain names is carried out on the principle of equality and non-discrimination, with the first registrant having the right to use them first, except for domain names that are subject to priority protection and are reserved for auction.
Organizations and individuals who choose to register domain names must meet requirements such as not having phrases that infringe upon national sovereignty, interests, security or violate social ethics, customs and traditions of the nation; being clear, serious, not causing misunderstanding or distortion due to polyphony, polysemy or when not using accents in Vietnamese...
In addition, protected “.vn” domain names include domain names of important locations in border areas, names of islands, archipelagos, seas, and sea areas of Vietnam; Vietnamese place names recognized by UNESCO as world cultural heritage; names of Party organizations, state agencies, socio-political organizations (for example, the Vietnam Fatherland Front, the Vietnam Trade Union, the Vietnam Veterans Association, etc.); domain names related to activities to ensure security, national defense, and diplomacy of the country, etc.
The Circular also stipulates that the Vietnam Internet Center (under the Ministry of Information and Communications) will temporarily suspend the operation of the domain name “.vn” upon written request from the investigation agency; the state management agency of information and communications according to the provisions of law; after 5 days from the date the domain name expires according to regulations, if the domain name registrant does not pay the maintenance fee.
In addition, the “.vn” domain name will be revoked at the request of the Ministry of Information and Communications; the decision to sanction administrative violations of the information and communications inspectorate; the written request of the investigation agency in charge of information security and high-tech crimes; the legally effective decision of the arbitration or the legally effective judgment or decision of the court in resolving domain name disputes...
