Among them, there are high school students, even middle school students, who use motorbikes over 50 cm3 to participate in traffic. Many children also form groups to ride side by side on the road, without helmets, doing wheelies, weaving...

Increased level of violations

On the evening of February 25, the Traffic Police Team of Vinh City Police discovered a number of young people riding motorbikes without license plates, without helmets, speeding, recklessly overtaking, and weaving on Tran Phu, Le Duan, An Duong Vuong, and Truong Thi streets... Immediately, the team deployed forces to stop and arrest 3 subjects. Then, on February 26 and 27, the Traffic Police Team of Vinh City Police handled 28 cases of young people, teenagers, and students driving motorbikes without helmets, without license plates, without rearview mirrors, weaving, and weaving; temporarily impounded 90 motorbikes of various types.

Also on February 27, through patrolling and controlling, the Traffic Police Team of Que Phong District Police promptly stopped and arrested subjects who were underage driving motorbikes, not wearing helmets, carrying more passengers than the prescribed number, revving the engine, speeding, weaving, doing wheelies, etc. Accordingly, 9 tickets were drawn up and 8 motorbikes of various types were temporarily detained.

Not only the above mentioned behavior, on the night of March 2, in Vinh City, a group of young people, teenagers, and students appeared driving motorbikes without helmets, without license plates, or with covered license plates. Notably, the group of young people, teenagers, and students also carried knives and swords, weaving and swerving on the roads. The incident affected the security and order situation in the area, making people feel insecure. Through the work of grasping the situation and patrolling and controlling,Traffic Police Team of Vinh City Policequickly verified and prevented the above-mentioned behavior. Accordingly, 12 subjects were summoned, 10 motorbikes were temporarily detained, and 4 knives and swords of various types were seized.

In Dien Chau district, on March 3, the district police investigated, verified, clarified, and urgently arrested 5 subjects aged 14-18 residing in Dien Chau and Yen Thanh districts, who were the perpetrators of breaking the windows of a passenger car driven by Mr. HVP (born in 1980), residing in Kim Thanh commune, Yen Thanh district. This is the group of subjects who used rocks to break the windows of the KH sleeper bus driven by Mr. P. while it was traveling on National Highway 1A through Dien Yen commune, Dien Chau district. In addition to the incident of breaking the windows of the above passenger car, the subjects initially admitted that on the night of March 2 and early morning of March 3, they picked up rocks from the roadside and threw them, damaging 4 other passenger cars running on the Nghe An - Hanoi route.

Need coordination and strict handling

According to local police, the situation of young people and students violating traffic laws is becoming more and more common, in which many underage children still ride motorbikes over 50cm.3, along with the errors of lining up side by side, carrying more people than the prescribed number, weaving, swerving... These are the causes of traffic accidents. The above situation has appeared more or less in previous years, however, after a period of calm, it has recently recurred. If in the past, the subjects often gathered in large numbers, now the number of participants is often divided into groups of 5-6 people, using Wave motorbikes to hide the license plate or remove the plate, in order to avoid police investigation, the time of operation is usually in the late afternoon and evening. It is very noteworthy that most of the violators are mainly between the ages of 16-18, even in some cases of violations when they are only 14 or 15 years old.

Along with direct detection and handling, local police have infiltrated social networks to monitor associations and groups, using images and clips provided by the people themselves to investigate and handle. At the same time, to prevent students from going to school on motorbikes over 50cm3, in coordination with schools in propaganda and reminders, local traffic police also check, propagate and mobilize households around school areas not to keep vehicles, especially motorbikes over 50cm.3sent by the children. However, according to many officers handling the case from the local Traffic Police Team, there were many cases where parents were invited to cooperate in handling the case and even used insulting words towards the force, saying that their children were good at home, and then kept the vehicle to get around...

To learn and contribute to creating positive changes in the awareness and actions of each person, especially students in building traffic culture, at the beginning of each school year, which is also Traffic Safety Month, the Provincial Traffic Safety Committee always carries out propaganda activities.

On the school side, based on the plan of the Department of Education and Training, schools have propagated and reminded students to comply with the law on traffic safety and order. Many schools have issued notices prohibiting students from riding motorbikes over 50cm.3to school, at the same time, coordinate with traffic police to organize inspection, confiscation of vehicles and administrative penalties for students riding motorbikes over 50cm3Going to school when not qualified to drive a vehicle according to the law. However, according to many school administrators and teachers, besides parents who agree to handle their children's violations, there are still many opposing opinions that violations in each area should be handled in that area, specifically if traffic police have handled traffic safety violations, there is no reason to involve the school, especially in the review and classification of conduct.

It can be seen that the situation of students violating the Traffic Law is due to their low awareness, lack of full understanding of the Road Traffic Law and it is also very difficult for schools to manage and control their behavior outside of school hours. Therefore, in addition to the functional forces, it is necessary to increase inspection and strict handling on all days of the week, including holidays. It is thought that in order for students to strictly comply with the regulations on the Traffic Law, strictness from parents is needed, in addition to education and strict management, absolutely do not give vehicles to students, especially when they are not old enough.

Handling students who violate traffic laws, in addition to preventing underage students from driving motorbikes over 50cm3, the acts of walking side by side on the road, not wearing helmets, wheelies, weaving, swerving... will also be regularly deployed by Vinh City Police, specifically the Traffic Police Team.
