This is one of the applications that the Social Insurance industry has vigorously deployed in recent times to bring people convenience associated with the immediate benefits of each person when participating.Social insurance, Health insurance, Voluntary social insurance.
With this application, users can manage and control information about the process of participating in and enjoying social insurance, health insurance, and voluntary social insurance policies; conduct transactions with the Social Insurance agency; use the health insurance card image on the VssID application to examine and treat health insurance... in a convenient, fast, easy way, saving time and travel costs.
Since being instructed to install VssID, retired cadres like us can access many utilities that we did not know before, such as tracking medical examination and treatment history, history of enjoying social insurance policies and regimes...
In addition to using the health insurance card image on the VssID application to go to the hospital for examination and treatment, people can also use the chip-embedded citizen identification card, the national electronic identification application (VNeID) to replace the paper health insurance card. Mr. Le Viet Thuc - Deputy Director of Nghe An Provincial Social Insurance said: Up to now, the entire application software system and data of Nghe An Provincial Social Insurance have been centrally managed and operated at the Data Center of Vietnam Social Insurance; the WAN transmission channel system from the Central to the Provincial and District Social Insurance has completed the conversion of IPv6 network addresses.
100% of the industry's operations are performed on application software; 100% of civil servants, public employees and workers are identified and granted digital signatures to serve the management and resolution of operational activities; 100% of internal direction, operation and administration activities are performed on the document management and administration system (iOffice), which is unified; there is connection and communication to send/receive documents with units and organizations; 100% of documents exchanged between agencies are performed in electronic form, signed by a specialized Government digital signature (issued by the Government Cipher Committee).
The provincial Social Insurance has connected with health insurance examination and treatment facilities across the province to receive data requesting payment of health insurance examination and treatment costs; connecting with labor-using units to conduct electronic transactions with the Social Insurance agency through the electronic information portal has brought many benefits, creating convenience, saving time and costs.
Solutions in digital transformation
In the coming time, in order for the application of information technology and digital transformation of the Social Insurance sector, especially the implementation of Project 06 of the Government to achieve the planned results, Nghe An Provincial Social Insurance will continue to coordinate with the Public Security, Labor - Invalids and Social Affairs, Justice, People's Committees at district and commune levels to review and update personal identification numbers/citizen identification cards of Social Insurance and Health Insurance participants, ensuring that 100% of participants have their data cleaned and authenticated with the national population database, closely coordinate with Nghe An Department of Health to direct medical examination and treatment facilities to promote the implementation of information lookup using chip-embedded citizen identification cards to replace health insurance cards when people go for medical examination and treatment.
Promote the implementation of data connection of birth certificates, death certificates, and driver's health examination certificates to the Health Insurance Assessment Information System Portal; urge medical examination and treatment facilities to connect data within the prescribed time.
Promote the dissemination of essential public services in flexible, appropriate, and widespread forms to the people, and increase the duration of dissemination.
Synchronously implement solutions to increase the number of essential public services under Project 06; inspect the implementation of essential public services in districts and towns where no records have been generated.
By September 18, 2023, the number of personal identification/citizen identification cards of people participating in Social Insurance and Health Insurance that have been verified with population data: 2,841,377/2,918,151 people, reaching a rate of 97.37%, ranking 11th in the country. By September 25, 2023, Nghe An Provincial Social Insurance had 528/528 (100%) medical examination and treatment facilities performing health insurance card information lookup using chip-embedded citizen identification cards with 1,877,722 successful lookups. In the first 9 months of 2023, the whole province had 51,188 people in urban areas receiving social insurance and unemployment benefits through personal accounts, equivalent to a rate of 50.75% (an increase of 5.1% compared to 2022, an increase of 7.26% over the same period last year).
