Nghe An Social Insurance promotes digital transformation and Government's Project 06

In particular, the implementation of Project 06 of the Government has been creating major changes in all activities of the industry towards increasing professionalism and modernity, for the satisfaction of participants and beneficiaries of Social Insurance and Health Insurance policies.

Thanks to the promotion of digital transformation, procedures and documents of the Social Insurance sector are now carried out quickly, helping to reduce transaction time and costs for individuals and organizations. Participation and enjoyment of Social Insurance and Health Insurance policies for people have become easier and more convenient. At the same time, it helps the Social Insurance sector improve service quality.

Since installing and using the VssID application - Digital Social Insurance, he finds it very convenient every time he goes for a medical examination, without having to worry about finding a paper Health Insurance card. In addition, he can also proactively track his medical examination and treatment history, the amount paid by the Social Insurance agency each time he goes for a medical examination...
Not only successful in the field of digital transformation with the highlight being the launch of the VssID application, Vietnam Social Security is also a highly appreciated unit in effectively implementing the Government's Project 06. In Nghe An, the implementation of Project 06 by the provincial Social Security has also achieved many remarkable results.
Mr. Hoang Van Minh - Director of the Provincial Social Insurance said: The implementation of Project 06 aims to bring practical benefits to people and businesses. Priority is given to choosing tasks that serve many people and businesses to do first.

Specifically: The provincial Social Insurance has coordinated with the provincial Police in providing information on people with personal identification numbers/Citizen ID cards participating in Social Insurance and Health Insurance, reviewing, updating, and synchronizing data of the Social Insurance sector into the National Database. As of March 2024, the rate of people participating in Social Insurance and Health Insurance in the province synchronized with the National Database on Population reached 99.05%.
In addition, the provincial Social Insurance has coordinated with the Department of Health to deploy the use of chip-embedded citizen identification cards in health insurance examination and treatment at medical examination and treatment facilities in the province. To date, the whole province has had 529/529 (100%) medical examination and treatment facilities look up health insurance card information using chip-embedded citizen identification cards with 2,151,675 successful lookups.

The provincial Social Insurance has also coordinated with the Department of Health and medical examination and treatment facilities in the province to deploy connections and share data on birth certificates and death certificates to facilitate the implementation of interconnected procedures and health certificates for online issuance and re-issuance of driving licenses. Since the implementation, the province has generated 39,515 birth certificate records, 143 death certificate records, and 87,357 health certificate records received on the Health Insurance Assessment Information System Portal.
In addition, the Provincial Social Insurance also promotes the deployment of online public services to better serve people and businesses transacting in the fields of Social Insurance, Health Insurance, and Unemployment Insurance. At the same time, it promotes the payment of Social Insurance and unemployment benefits via personal accounts. In urban areas, as of March 2024, the rate of people receiving benefits via personal accounts reached 46.8%. Particularly in Vinh city, the number of people receiving Social Insurance and unemployment benefits via personal accounts reached 53.0%.
Continue to strengthen coordination to implement Project 06
In order to continue to resolutely and synchronously implement solutions, complete tasks in digital transformation and especially implement Project 06 in 2024 and the following years,Nghe An Provincial Social Insuranceissued a plan to deploy and implement the tasks of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030".

Continue to promote essential public services through flexible, appropriate and widespread forms to the people, increase the duration of propaganda. Coordinate with the Public Security, Labor - Invalids and Social Affairs, Justice, People's Committees at district and commune levels to review and update electronic identification numbers/citizen identification cards of social insurance and health insurance participants to ensure that 100% of participants have their data cleaned and authenticated with the national population database.
Continue to digitize records and results of administrative procedure settlement in accordance with the provisions of Decree No. 45/2020/ND-CP and Decree No. 107/2021/ND-CP, linking digitization with the performance of duties of officials, civil servants and employees in the process of administrative procedure settlement; do not require people and businesses to provide documents and results of administrative procedure settlement that have been digitized in accordance with regulations. Promote the payment of monthly pensions and social insurance benefits through non-cash payment methods.
Continue to closely coordinate with Nghe An Department of Health to direct health insurance examination and treatment facilities in the province to promote the use of citizen identification cards when going for medical examination and treatment. Determined to achieve the monthly target of 100% of health insurance examination and treatment facilities in the area implementing the lookup of health insurance card information using chip-embedded citizen identification cards in medical examination and treatment.
Promote the implementation of data connection of birth certificates, death certificates, and driver's health certificates to the Health Insurance Assessment Information System Portal. Urge medical examination and treatment facilities to connect data within the prescribed time. Coordinate with medical examination and treatment facilities, instruct people whose information on the Health Insurance card is inconsistent with the information on the citizen identification card to go directly to the Social Insurance agency where they participate to submit documents to correct information.
Mr. Hoang Van Minh - Director of the Provincial Social Insurance affirmed: Although there are still many difficulties, the results achieved in the implementation of digital transformation and Project 06 have brought about "turning point" changes in all activities of the Social Insurance sector, contributing to the creation and development of the Vietnamese Social Insurance sector in accordance with the orientation of the Digital Government, meeting the requirements of ensuring national social security, serving people and businesses better and better./.
On January 6, 2022, the Prime Minister issued Decision No. 06/QD-TTg, approving the Project on Developing the Application of Population Data, Electronic Identification and Authentication to Serve National Digital Transformation for the 2022-2025 Period, with a Vision to 2030 (Project 06). Project 06 has 7 major guiding viewpoints, with the general goal of applying the national population database, electronic identification and authentication system in the national digital transformation process by 2025, with a vision to 2030 to serve 5 groups of utilities: Handling administrative procedures and providing online public services; serving socio-economic development; serving digital citizen development; perfecting the ecosystem serving connection, exploitation, supplementation and enrichment of population data; serving direction and administration at all levels.
