After 6 years of implementation, the specialized inspection function of social insurance and health insurance contributions has been increasingly improved, contributing to ensuring the rights of social insurance and health insurance participants; preventing and limiting violations of social insurance and health insurance laws by organizations, individuals and employers. At the same time, it enhances compliance with social insurance and health insurance laws by employees and employers.

In 2021, in the face of the complicated developments of the Covid-19 epidemic in Nghe An, the provincial Social Insurance has implemented flexible working plans, suitable to the actual situation in the locality. From the beginning of the year, the provincial Social Insurance has proactively developed and implemented specialized inspections and examinations according to the plan and conducted surprise inspections at labor-using units and health insurance medical facilities showing signs of violating the law onSocial insurance, health insuranceAt the same time, complete a comprehensive inspection of district-level social insurance and inspect the activities of collection agents.

In particular, since September 2021, to adapt to the period of isolation and social distancing due to the pandemic, the provincial Social Insurance has proactively changed its working methods. Temporarily suspending inspections and checks at labor-using units, deploying information technology applications in reviewing and analyzing data to detect unusual signs to propose appropriate inspection and verification plans such as:

There is a document requesting the employer and the health insurance facility to provide documents via post or email for inspection and comparison. From there, the inspection and issuance of inspection conclusions are timely while still ensuring the regulations on social distancing to prevent and control the epidemic.

Coordinate with the Provincial Police Economic Police Department (PC03) to organize working sessions with units that do not strictly comply with the Inspection Conclusion and Penalty Decision, continue to have outstanding social insurance, health insurance, and unemployment insurance debts with large amounts of debt and long-term debt months.

Actively monitor, review and urge units to strictly comply with inspection and examination conclusions and decisions on administrative sanctions; issue documents urging units that do not strictly comply with inspection conclusions, requesting units to strictly implement inspection conclusions and social insurance payment obligations for employees.

Thoroughly apply measures within the scope of authority such as coordinating with commercial banks in Nghe An province to provide information on deposit accounts of employers who do not comply with the Decision on administrative sanctions to apply compulsory measures to deduct bank accounts.

In 2021, Nghe An Provincial Social Insurance conducted inspections and audits of 672 units (including 187 units of planned specialized inspections and 485 units of unscheduled specialized inspections); audited health insurance examination and treatment costs at 8 health insurance examination and treatment facilities; conducted internal audits of 4 district-level social insurance agencies; audited 12 collection agents and payment representatives.

Through inspection and examination, it was discovered that: 248 employees who are required to participate in social insurance, unemployment insurance, and health insurance have not participated or have not paid for the required time; 4 employees who participated in the wrong subjects; 19 cases of receiving long-term and short-term social insurance benefits not in accordance with regulations, requiring the recovery of nearly 190 million VND to the social insurance fund...

Inspection and examination work also contributes positively to the collection of outstanding social insurance, health insurance, and unemployment insurance debts. In 2021, more than 58 billion VND in social insurance, health insurance, and unemployment insurance debts were collected at employers.
