Previously, through the work of grasping the situation, Tan Chau District Police discovered a group of young people with signs of lending money at high interest rates, causing many families to fall into debt. On September 3, receiving information from the people, Tan Chau District Police caught Thuong and Tai red-handed while holding weapons to threaten borrowers.

Searching the residence and on the persons of the two suspects, the police seized over 31 million VND, 46 loan contracts, 15 household registration books, 17 identity cards; 2 homemade knives (machetes), 1 machete...

At the police station, Thuong and Tai admitted their actions. The two suspects said that in June 2018, Thuong and Tai rented a house in Tan Hoi commune (Tan Chau) to live in and open a money lending business.

Initially, Thuong and Tai each spent 300 million VND as capital for loans. Thuong hired some people living near Thuong and Tai’s residence for 5 million VND to post loan advertisements with phone numbers on electric poles, walls, partitions, etc.

When many people came to borrow money, Thuong was in charge of making contracts, keeping mortgage papers, managing capital and receiving daily payments from borrowers. Tai was in charge of collecting money from borrowers. In addition, to operate the loan business strictly, Thuong and Tai hired 4 more subjects (unknown background) who were brave and fierce to take charge of collecting money and learning about the borrowers' family background.

People who need to borrow money must pay interest from 15 to 20%/month; must write a loan contract, debt paper, mortgage ID card, household registration book as security. During the loan process, if they are unable to continue paying the debt, Thuong requires the borrower to rewrite a new contract including interest + principal so that the borrower can continue to pay at the above interest rate. When the "debtor" is bankrupt and no longer able to pay, Thuong uses all means to threaten them to force them to pay the debt on time.

With the above tricks, although only operating for a few months, Thuong and Tai have lent hundreds of people living in the district over 1 billion VND and earned over 100 million VND in profit.

The case is currently under further investigation./.
