Arrested 2 suspects for dumping waste oil into Da River water source
Identifying three suspects in the illegal dumping of waste causing environmental pollution, Hoa Binh police have temporarily detained two people.
Major Nguyen Huu Duc, Deputy Director of Hoa Binh Provincial Police, said the three suspects who discharged waste into the water source of the Song Da factory were Ly Dinh Vu (37 years old), Nguyen Chuong Dai (25 years old), both residing in Bac Ninh, and Hoang Van Tham (33 years old), residing in Lang Son.
On October 17, the police decided to detain Nguyen Chuong Dai and Hoang Van Tham in an emergency and continue to arrest Ly Dinh Vu.
At the investigation agency, Dai and Tham confessed that on October 6, the two were hired by Ly Dinh Vu to drive a truck from Bac Ninh to Thanh Ha Brick and Ceramic Company in Phu Tho to collect waste and pump it into 10 containers, with a total capacity of about 10 m3.
On October 8, Dai, Tham and Vu drove a truck and a four-seater car, transported waste to Quyet Tien hamlet, Phuc Tien commune, Ky Son district, Hoa Binh province, dumped it illegally and then fled.
The truck with license plate 99C-087.83 belongs to Minh Phuong Tourism Transport and Trading Company Limited (Thuan Thanh District, Bac Ninh). The 4-seat car with license plate 89A-137.66 is owned by Nguyen Van Quyen (residing in Van Lam District, Hung Yen Province). Both cars were seized for investigation.
Hoa Binh Police continue to coordinate with functional units of the Ministry of Public Security to determine the responsibility of collectives and individuals involved in handling polluted water sources supplied to Hanoi City.

On October 16, Ky Son District Police, Hoa Binh initiated a criminal case.Polluting the environment,according to article 235 of the 2015 Penal Code.One day later, the agency transferred the case file to the provincial police.
The phenomenon of clean water from the Da River having a strange smell appeared since October 10 in many districts such as Thanh Xuan, Hoang Mai, Nam Tu Liem... Meanwhile, according to a report from Hanoi city, some officials of the Da River Clean Water Joint Stock Corporation discovered this since the morning of October 8, but did not report it to the authorities; there was no action to rescue or prevent pollution.
Based on people's feedback, on October 11, Hanoi established an interdisciplinary inspection team to collect water samples for testing.
On October 15, nearly a week after the dirty water situation appeared, Hanoi held a press conference to announce that the test results confirmed the strange smell related to Styrene. At this time, the city issued a recommendation that people "should only use this water source for bathing and washing, not for cooking or drinking".
Polluted water disrupts the lives of more than 250,000 households in many inner-city districts.
Article 235 of the 2015 Penal Code: Depending on the amount of hazardous waste, emissions, wastewater, ordinary solid waste, or solid waste and emissions containing radioactive substances released into the environment, the offender may be imprisoned from 3 months to 7 years or fined from 50 million VND to 3 billion VND.
If it is a commercial legal entity, the subject will be fined from 3 to 20 billion VND, or have its operations suspended from 6 months to 3 years or permanently.
