Two suspects arrested in robbery of 1 billion VND.
Police have arrested two suspects in the robbery of 1 billion VND. The remaining suspect is still wanted.
On March 13th, the Investigation Police Department of Vinh Phuc province announced the results of the investigation.arrestThe suspects committed a robbery involving 1 billion VND that occurred on Me Linh Street, Lien Bao Ward, Vinh Yen City.
According to police documents, on March 8th, the Vinh Phuc Provincial Police received a crime report from the Vinh Yen City Police stating that at approximately 3:40 PM on the same day, Ms. Phan Thi T. (born in 1990, residing in Vinh Tuong district) withdrew 1 billion VND in cash from a bank.
While driving home, Ms. T. stopped on Me Linh Street when two men on a Honda Vision motorbike approached her and snatched her plastic bag containing 1 billion VND that she had just withdrawn from the bank.

Immediately after receiving the report, the police launched an investigation and pursued the perpetrators of the robbery.
During the investigation and pursuit, the police determined that, in addition to the two individuals who directly robbed Ms. T., there was another male suspect wearing black-rimmed glasses and riding a blue Honda Wave motorcycle who also participated in the crime.
By 3 PM on March 9th, nearly 24 hours after receiving the report, the police had identified one suspect involved in the robbery.
Immediately afterwards, the unit concentrated its forces and implemented urgent measures to apprehend the suspect, while simultaneously urging him to surrender.
At 3:20 PM on the same day, Nguyen Hoai Nam (born in 1999, residing in Kien Hung Ward, Ha Dong District, Hanoi) surrendered to the authorities.
At approximately 3:00 AM on March 10th, the Criminal Police Department of Vinh Phuc Provincial Police, in coordination with the Kim Thanh District Police of Hai Duong Province, arrested the second suspect, Nguyen Van Hung (born in 1992, residing in Bac Thang Hamlet, Lien Hoa Commune, Kim Thanh District). Hung has four previous convictions and was directly involved in the robbery of Ms. T.'s property.

The remaining suspect, Duong Duc Luan (born in 2000, residing in Nhu Lang village, Ha Hai commune, Ha Trung district, Thanh Hoa province), has absconded.
At the police station, Hung and Nam initially confessed that due to heavy debts and a lack of money for personal expenses, they joined the Facebook group "Association of Bankrupt People Wanting to Take Risky Actions - Nationwide" (the three suspects did not know each other).
Subsequently, the three individuals exchanged private messages and then met to discuss and agree on a plan to rob people withdrawing money at banks in Vinh Yen City.
The suspects agreed that Nam would go to the teller counters of banks to observe and identify customers, especially women, who were withdrawing large sums of money. He would then inform Hung and Luan, who were waiting outside on Facebook, to follow them and rob them of their belongings.
On March 5th, three individuals on two motorcycles went to Vinh Yen City, visiting several banks but failing to rob anyone.
At approximately 3:40 PM on March 8th, after observing Ms. T. withdrawing 1 billion VND at a bank in Vinh Yen City, Nam informed Hung and Luan to follow her, snatch the money from Ms. T., and quickly escape.
While fleeing to Hanoi, the suspects took many different routes, changing their initial clothes to conceal their identities and avoid capture by the police. After arriving in Hanoi, they divided the money they had just stolen from Ms. T. and then went into hiding.
To date, the Investigation Police Department of Vinh Phuc province has issued a decision to initiate a criminal case, indict the suspects, and order the temporary detention of Hung and Nam for the crime of "Robbery"; and issued a wanted notice for Duong Duc Luan.
The Criminal Investigation Department of the Vinh Phuc Provincial Police requests that anyone who knows or spots Duong Duc Luan apprehend him and immediately bring him to the nearest police station, prosecutor's office, or People's Committee, and at the same time immediately notify the Criminal Police Department of Vinh Phuc Provincial Police via phone number: 0692.621.236 or investigator Nguyen Viet Hung (phone number: 0975.125.335) for coordinated handling according to regulations.
