Caught 40 heroin cakes hidden in car hood

40 heroin cakes were cleverly hidden in the hood of a 4-seater car. When they arrived at Chuong My district, Hanoi, they were arrested by the police.

On August 10, the Hanoi People's Procuracy (VKSHanoi) announced that it had prosecuted Luong Xuan Thong (born 1974, from Cao Bang) and La Van Phong (born 1969, from Cao Bang) for the crime of illegal drug trafficking.

According to the prosecution, at noon on March 16, 2017, the police of Chuong My district, Hanoi discovered a Kia Sorento car with suspicious signs so they stopped it for inspection.

Police seized a backpack and a black suitcase under the hood of a Kia Sorento with Hanoi license plate containing a total of 40 heroin bricks.

According to the prosecution documents, at around 9:00 a.m. on March 13, 2017, Thong asked Phong about buying heroin to sell to the Chinese. The two agreed that Thong would buy heroin and sell it to Phong for 180 million VND/cake. Phong would sell this amount of drugs to the Chinese for 200 million VND.

At around 6pm on March 13, 2017, Thong called Mr. R. and invited him to go to Hoa Binh. In Mai Chau district, Hoa Binh, Thong met a man named Canh who asked to buy heroin for 160 million VND/cake.

On March 16, 2017, Canh packed 40 heroin bricks into a backpack and suitcase for Thong to hide in the hood of a Kia Sorento. When the car carrying the heroin arrived at Chuong My district, Hanoi, it was arrested by Chuong My district police.

Expanding the investigation, the police determined that Thong and Phong had sold 4 heroin cakes in the Ban Gioc waterfall area, Dam Thuy commune, Trung Khanh district, Cao Bang to an unidentified Chinese person for 800 million VND.

It was this Chinese man who booked the shipment on March 16, 2017. According to the statement, the Chinese man was going to buy heroin in large quantities.

For the illegal purchase and sale of a total of 44 heroin cakes, the two defendants Luong Xuan Thong and La Van Phong were prosecuted under Clause 4, Article 194 of the Penal Code.

The man named R. who accompanied Thong was determined to be unrelated and therefore was not prosecuted./.
