Previously, at about 12:20 on August 9, the patrol team of the Cat Lai Traffic Police Team was conducting a special inspection and handling of violations of regulations on speed and alcohol concentration on Mai Chi Tho Street, Binh Khanh Ward, District 2, when the speedometer recorded that the motorbike with license plate 84F7-9758 driven by Nguyen Minh Khang was traveling from Dong Van Cong Street to Thu Thiem Tunnel at a speed exceeding the allowed speed (the allowed speed is 50km/h, Khang was driving the motorbike at more than 60km/h).
