According to Decree 171/2013 of the Government, when detecting and determining that an individual (or organization) has arbitrarily dismantled or moved... barriers, median strips, boundary markers; components and accessories of road works, the competent authority may impose a fine of 3 - 5 million VND (for individuals) and 6 - 10 million VND (for organizations). In addition, the violator is also forced to restore the original state that was changed due to the administrative violation.
People who illegally dismantle or move road traffic safety equipment or walk in violation of regulations... causing loss of life or serious damage to the health or property of others may also be prosecuted for obstructing road traffic (according to Article 203 of the Penal Code).
