Arrested subject 'carrying' 5 previous convictions for loan sharking 31 billion VND
(Baonghean.vn) - Nguyen Sy Hai has 5 previous convictions, mainly for theft and intentional injury. Hai took advantage of his deceased brother's pawnbroking license to conduct many loan sharking transactions.
On July 29, the Criminal Police Department of Nghe An Province Police announced that the unit had just arrested Nguyen Sy Hai (born in 1970), residing at 63 Nguyen Gia Thieu Street, Hung Dung Ward, Vinh City, to serve the investigation, related to the act of usury in civil transactions.
In May 2021, from information from the masses and combining many professional measures, the Criminal Police Department of Nghe An Police discovered that Nguyen Sy Hai (Hai Luong), residing in Hung Dung Ward, Vinh City, had many suspicions related to the crime of loan sharking in civil transactions. Continuing to verify and collect evidence, the authorities had enough grounds to determine Nguyen Sy Hai's criminal behavior. A special case was established to fight.

During the investigation, the Criminal Police Department determined that Nguyen Sy Hai was an unemployed person. Hai had many complicated relationships in society, often showing signs of unclear time and finances. From the beginning of 2011 until now, Nguyen Sy Hai has taken advantage of the licensepawn servicesof his brother Nguyen Sy Tr. (deceased) to conduct many loan shark transactions.
The "customers" that Hai lends to are those who need to borrow money quickly, urgently... with interest rates from 3,000 VND to 5,000 VND/1 million/1 day. In case the borrower does not pay the interest on time, Hai calls to threaten and intimidate.

After a period of monitoring the subject's movements, using professional measures, the Task Force has firmly grasped the information, documents, evidence and decided to solve the case. At about 7:00 a.m. on July 27, at No. 63, Nguyen Gia Thieu Street, Hung Dung Ward, Vinh City, the Task Force coordinated with professional units to solve the case, successfully arresting the subject Nguyen Sy Hai.
At the scene, the authorities confiscated from the subject 10 notebooks recording money lending and monthly interest collection; 01 revolver-type gun with 05 bullets loaded in it, 25 bullets confiscated in the house; 01 sword; 05 knives; 01 MAZDA CX5 car, license plate 37A-22171; 30 land use right certificates; 150 million VND and 2,400 USD, 06 savings books with a total value of 3 billion VND; 01 money counter; 150 loan papers, 20 ID cards, 2 mobile phones... and many other related documents and artifacts.

It is known that Nguyen Sy Hai has 5 previous convictions for various crimes. Specifically: in 1990, he was arrested by Nghe An Provincial Police for theft of citizens' property; in 1993, Nghe An Provincial Police arrested him for intentional injury, theft of citizens' property, escape from detention, illegal possession of military weapons; in 1994, the Supreme People's Court in Hanoi sentenced him to 20 years in prison for theft of citizens' property, intentional injury, escape from detention, and was released from prison in 2011.
Initially, the investigation agency determined that Nguyen Sy Hai lent the victims a total of about 31 billion VND, the amount of illegal profits amounted to billions of VND.
Currently, the case is being further investigated and expanded by the authorities.
