Receiving instructions from the Criminal Police Department and the Board of Directors of Cao Bang Provincial Police, at about 1:30 a.m. on February 26, a working group of the Criminal Police Department of Cao Bang Provincial Police and the Criminal Police Department of the Ministry of Public Security inspected a motel at Group 10, De Tham Ward, Cao Bang City.
Here, the authorities discovered 2 adults and 1 infant in the room with suspicious signs, so they made a record and brought the subjects to headquarters for investigation and clarification.

At the police station, Lam To Quyen, born in 1991, with permanent residence in Phu Loc town, Thanh Tri district, Soc Trang province, confessed that she took the baby from Binh Tan district, Vinh Long province to Cao Bang city to sell for 15 million VND.
