Female principal arrested for abusing position and power in performing official duties
Ms. Nguyen Thi Thu Huong - Principal of Ngo Quyen Secondary School (Le Chan District, Hai Phong City) and her subordinates were recently prosecuted and arrested for the crime of "Taking advantage of position and power while performing official duties".
According to information from Hai Phong City Police, on November 13, based on the approval of the People's Procuracy of Le Chan District, the Investigation Police Agency of Le Chan District Police prosecuted and arrested Ms. Nguyen Thi Thu Huong - Principal and Ms. Nguyen Thi Hue - Treasurer, Ngo Quyen Secondary School.
Ms. Nguyen Thi Thu Huong and Ms. Nguyen Thi Hue were prosecuted and arrested to investigate the crime of "Abuse of position and power while performing official duties" as prescribed in Article 356 of the Penal Code.
Previously, on October 19, 2021, the Investigation Police Agency of Le Chan District Police issued a Decision to prosecute the criminal case of Abusing position and power while performing official duties occurring at Ngo Quyen Secondary School.

According to the inspection documents of the People's Committee of Le Chan district, many teachers in the school wrote a petition accusing Ms. Nguyen Thi Thu Huong, Principal of Ngo Quyen Secondary School, of having signs of violations in many of the school's revenues and expenditures such as calling on parents to pay for vocational training, parents' fund, drinking water, and sanitation; some parents had to pay fees outside the school's area, leaving them off the books, contrary to regulations; having acts of insulting teachers, violating democratic rights in the school...
In the explanation, Ms. Nguyen Thi Thu Huong stated that the decision to collect and the collection level were all recorded in the minutes of the Party Committee meeting, the Council meeting, and the meeting with the Parents' Representative Board of the whole school; these collections were collected according to agreement and voluntary support from parents.
Ms. Huong also committed that the homeroom teacher will collect fees from parents according to regulations and will not collect any other fees other than those prescribed.
However, through verification, the authorities of Le Chan district determined that the difference in revenue from the Parents' Fund alone inspected at 34 classes was up to 436,990,000 VND; the difference in revenue and expenditure for exam papers and printing of exam papers at 34 classes was over 75 million VND; the difference in revenue from vocational training fees at 10 inspected classes was over 77 million VND...
"The Investigation Police Agency of Le Chan District Police is continuing to investigate according to the provisions of the law," Hai Phong City Police added.
