Arrested 3 subjects lending interest rates from 240%/year to 644%/year
Authorities have just arrested 3 suspects in the case of "Loan sharking in civil transactions", illegally profiting more than 10 billion VND.

On September 3, the Criminal Police Department, Quang Tri Provincial Police said that the investigation unit determined that from 2024 to 2025, a group of subjects including: Pham Duy (born in 1992), residing in Son Tay ward; Nguyen Van Dung (born in 1966), residing in Tran Phu commune; Tran Tuan Vu (born in 1990), residing in Son Tay ward; Phan Viet Trung (born in 1992), residing in Son Tay ward (Hanoi city) and Duong Huu Phuc (born in 1987), residing in Phuc Yen residential group, Yen Bai ward (Lao Cai) organized loans for a number of people in Quang Tri province and Hue city with interest rates from 240%/year to 644%/year. This interest rate is 12 - 31.28 times higher than the highest interest rate prescribed by the Civil Code. Transaction amount is more than 25 billion VND, illegal profit is more than 10 billion VND.
Authorities urgently arrested three ringleaders, including Pham Duy, Nguyen Van Dung and Phan Viet Trung, for the act of "Lending high interest rates in civil transactions".
During the search of the subjects' boarding house, the authorities seized many related exhibits such as 10 mobile phones, 2 desktop computers, 2 knives, 2 swords and many related documents; at the boarding house of Tran Tuan Vu and Phan Viet Trung, in Nam Dong Ha ward, the authorities discovered 9 round, pink tablets in the bedroom cabinet of the subjects. Currently, the above 2 subjects have been handed over to the Nam Dong Ha ward police to investigate the act of "Illegal possession of drugs”.

The case is being further investigated and clarified by the authorities./.
