Arrest of Phan Cong Hai - subject of anti-state propaganda
(Baonghean.vn) - After a period of hiding abroad, Phan Cong Hai, who had insulted leaders and spread propaganda against the State, was captured by Nghe An Police in Ha Tinh province.
Phan Cong Hai (born in 1996), residing in Nghi Dien commune, Nghi Loc district, is young but has had extremist thoughts early on, often associating with reactionary and opposing elements. He has repeatedly carried out activities that violate national security for a long time and continuously, especially using social networks to propagate against the Party and the State.
Originally a mechanic, on November 15, 2018, Hai went to Do Thanh Secondary School (Yen Thanh District) to work. During lunch break, taking advantage of the time when there were few people around, Hai took pictures of the school and insulted the image of President Ho Chi Minh. After that, the subject posted it on the Facebook page "Hung Manh". This caused great indignation among the people. Netizens were searching for Hai's whereabouts. Knowing this, Hai fled and locked the Facebook page "Hung Manh".

This is not the first time Phan Cong Hai has insulted leaders and distorted history. Previously, in addition to the Facebook “Hung Manh”, Phan Cong Hai also used two other Facebook accounts, “Ugly Vietnamese” and “David Nguyen”. Both of these Facebook accounts posted many articles and images with content distorting the nature of the Party, the State, and people working in State agencies; inciting opposing thoughts and actions, insulting Party and State leaders, causing confusion among the people.
In addition, Phan Cong Hai's Facebook also posted videos about his personal activities, but included songs that distorted historical facts and distorted the country's domestic and foreign policies. Despite his young age, Phan Cong Hai has shown sophistication and cunning in carrying out a series of acts of opposition, especially on cyberspace.
On January 10, 2019, the Investigation Security Agency (ISA) of Nghe An Provincial Police coordinated with the People's Procuracy of Nghe An Province to collect videos, images, and articles with anti-Party and anti-State content from Phan Cong Hai's personal Facebook pages including "David Nguyen", "Ugly Vietnamese" and "Hung Manh" to request appraisal at the Department of Information and Communications of Nghe An Province.
On January 27, 2019, the collective appraisal council of the Department of Information and Communications of Nghe An province concluded that the articles, images, and videos sent for appraisal all contained distorted and defamatory content about the people's government; fabricated information, and caused confusion among the people. Therefore, it is necessary to strictly handle Phan Cong Hai before the law to prevent the subject's activities that violate national security; at the same time, it is a lesson to warn and deter other subjects.
On April 22, 2019, the Investigation Security Agency of Nghe An Province Police issued a Decision to prosecute the case, prosecute the accused and issue an order to temporarily detain Phan Cong Hai for the crime of "Making, storing, disseminating or propagating information and documents aimed at opposing the Socialist Republic of Vietnam" as prescribed in Article 117 of the Penal Code.
On May 31, 2019, the Investigation Security Agency issued a nationwide wanted notice for Phan Cong Hai.
After a period of implementing many professional measures, on the morning of November 19, 2019, the Nghi Loc District Police Department received information from the public that Phan Cong Hai, after fleeing abroad, had returned and was currently present in Thach Kim commune, Thach Ha district, Ha Tinh province.
Immediately, the working group quickly arrived at Thach Kim commune. Here, the working group focused on verifying the locations where Phan Cong Hai could be hiding. At 6:30 p.m. the same day, the working group received important information that the subject was currently hiding at karaoke bar 6868 in Thach Kim commune, Thach Ha district. The working group deployed forces, suddenly raided the karaoke bar and arrested Phan Cong Hai.
At the investigation agency, Phan Cong Hai admitted his crime. Currently, Nghi Loc District Police have handed over the subject to the Investigation Security Department of Nghe An Provincial Police for handling according to the provisions of law.
