According to the Quỳnh Lưu District Police investigation agency, Lục Thị Oanh (born in 1968, residing in Bắc Thắng village, Tân Thắng commune, Quỳnh Lưu district) and Lê Thị Hoa (born in 1965, residing in Tân Trường commune, Tĩnh Gia district, Thanh Hóa province) conspired to find women to sell to China for money. For each person sent to China, Hoa would pay Oanh 5 million VND. On the morning of October 19, 2014, Oanh met Lục Thị Xinh (born in 1999), a neighbor, and discussed with her the possibility of studying in China, which Xinh agreed to. Following this, Oanh went to Tân Trường commune, Tĩnh Gia district, Thanh Hóa province, and invited Hà Thanh Thủy (born in 1992) to Hoa's house to discuss going to China.

Đối tượng Lục Thị Oanh đang được giam giữ tại công an huyện Quỳnh Lưu.
The suspect, Luc Thi Oanh, is currently being detained at the Quynh Luu District Police Station.

On the morning of October 20th, Oanh rode her motorbike carrying Ms. Thuy and her niece Xinh to Cau Ho, Gia Province (Thanh Hoa) to meet Le Thi Hoa and Le Thi Yen (born in 1989, Thanh Hoa). There, the suspects discussed selling Ms. Thuy and Xinh to a woman named Nga residing in China for 40 million VND. After the discussion, Oanh and Yen took Ms. Thuy and Xinh to Thanh Hoa City. Oanh then returned home while Yen took the two victims to Mong Cai (Quang Ninh). As the suspects were boarding a boat to cross the river into China, they were discovered and apprehended by border guards at Mong Cai border gate. The two victims were rescued and returned to their families.

Currently, the Quỳnh Lưu District Police are coordinating with relevant agencies to expand the investigation and apprehend the individuals involved.
