Tattooed man arrested for assaulting woman in Hanoi
Hanoi City Police have issued an emergency arrest warrant for Dang Chi Thanh - a tattooed man who assaulted a woman in an apartment lobby, to investigate the act of "Disturbing public order".
On the afternoon of August 10, the Investigation Police Agency - Hanoi City Police issued an order to arrest the person being held in an emergency case, temporarily detaining Dang Chi Thanh (born in 1994, residing in Phuong Liet ward, Hanoi) to investigate the act of "Disturbing public order”.

Earlier that morning, Phuong Liet Ward Police summoned the man who appeared in the clip, repeatedly assaulting a woman in the elevator lobby of Sky Central apartment building (176 Dinh Cong, Phuong Liet Ward). The subject's identity was identified as Dang Chi Thanh, a resident of this apartment building.
According to the report of the victim NT's family (born in 1997), at around 10:35 p.m. on August 9, in the elevator lobby area, Ms. T. was suddenly attacked by a strange man who repeatedly hit her in the head, face and stomach, causing her to panic and be injured.

Immediately after the incident, Ms. T. was taken to Bach Mai Hospital for examination, fortunately only suffering minor injuries. Receiving information at around 0:00 on August 10, Phuong Liet Ward Police arrived at the scene, collecting all data from the security camera system.
The recorded images show Ms. T. and Thanh having an argument, then the subject suddenly attacked repeatedly, despite the efforts of security guards and residents. The initial investigation determined that the cause of the incident stemmed from a previous personal conflict between the two parties.
Hanoi City Police are consolidating records and strictly handling the subject's hooliganism and disregard for the law.
