Arresting a group of illegal immigrants, fraudsters and appropriators of property using high technology
Through investigation and verification, the authorities discovered that the above-mentioned group of Chinese people were trained and educated in high-tech fraud in the Golden Triangle area, then found ways to illegally enter Vietnam and go to Ho Chi Minh City and Cambodia to set up networks, connect with domestic and foreign servers using high technology to commit fraud and appropriate property.
On the afternoon of August 5, the Lao Bao International Border Gate Border Guard Station under the Border Guard Command of Quang Tri province announced that it had decided to initiate a criminal case on the act of organizing and brokering illegal entry of foreigners, completing the initial file, and transferring it to the Investigation Security Agency of Quang Tri province Police for further investigation and handling according to its authority.
Previously, at 8:00 a.m. on July 27, 2024, in the border area of Ka Tang hamlet, Lao Bao town, Huong Hoa district (Quang Tri), the Quang Tri Border Guard Reconnaissance Department and Lao Bao International Border Gate Border Guard Station coordinated with the Investigation Security Department, the Immigration Management Department of Quang Tri Provincial Police and the Central Reconnaissance Team under the Reconnaissance Department of the Border Guard Command to organize a fight and arrest Si Non (born in 2005, residing in Densavan village, Sepon district, Savannakhet province - Laos) while using a motorbike to carry a Chinese person illegally entering Vietnam.
During the investigation, Si Non confessed that at around 6am on July 27, he was hired by a man named Sit, residing in Densavan village, to transport Chinese people who illegally entered Laos to Vietnam for 1.5 million Lao Kip. Si Non was accompanied by Sit and a Lao friend of Sit, together transporting 3 Chinese people who illegally entered Vietnam.

When the subjects arrived at Ka Tang village, Lao Bao town, they were discovered and chased by the authorities. When they reached the Ka Tang village community house, Si Non was arrested. The remaining subjects took advantage of the mountainous terrain to escape.
Expanding the investigation, the authorities arrested four Chinese nationals who had entered the country illegally and were waiting at the Se Pon Hotel in Lao Bao town, along with a Vietnamese national who was waiting for the Chinese nationals in the following group to gather at the hotel to go to Ho Chi Minh City and Cambodia.
The arrested subjects include: Lai Jia Liang (born in 1999) and Wu Jia Bin (born in 1997, both residing in Fujian province, China); Chen De Bin (born in 2002, residing in Guizhou province, China), Liu Yan Jun (born in 1994, residing in Anhui province, China) and Nguyen Thanh Hung (born in 1994, residing in Cam Chinh commune, Cam Lo district, Quang Tri).
Continuing the investigation, the authorities arrested Pei Ze Zeng (born 2002, residing in Jiangxi Province, China), who had illegally entered the country with Si Non's group and fled earlier. The seized evidence in the case included a 4-seat Kia car, license plate 74A-182.87, 45 smartphones and many other related documents.
Through investigation, the Chinese subjects confessed that they were introduced, guided and rented a car to Densavan village by a hotel owner in the Golden Triangle area. Then, Lao subjects waited and used motorbikes to transport them illegally across the border.
As for Nguyen Thanh Hung, although he was very stubborn and repeatedly denied his crime, in the face of evidence and documents collected by the authorities, he confessed that he had previously been hired by a person named Hoi to receive and book tickets for Chinese people to go to Ho Chi Minh City for a fee of 1.5 million VND/person.
Expanding the investigation, the authorities arrested Ho Hoi (born in 2000, residing in Group 2, Ka Tang Hamlet, Lao Bao Town). Notably, this subject was arrested by the Quang Tri Border Guard on August 29, 2023 for organizing illegal exit for others and was sentenced to 8 months in prison, released on April 16, 2024.
Notably, through investigation and verification, the authorities discovered that the above-mentioned group of Chinese people were trained and educated in high-tech fraud techniques in the Golden Triangle area, then found ways to illegally enter Vietnam and go to Ho Chi Minh City and Cambodia to set up networks and connect with domestic and foreign servers using high technology to commit fraud and appropriate property.
Currently, the case is under further investigation.
