Arrested female hui owner for fraud, appropriating more than 2.5 billion VND
Cao Thi Anh lied to the participants that someone had collected the money, so that she could arbitrarily collect the money and sell it for nothing, appropriating over 2.5 billion VND from the participants.
On September 20, the Investigation Police Agency of Ca Mau Province Police announced the decision to prosecute the case and prosecute Cao Thi Anh (born in 1960), residing in Cai Nai Hamlet, Ham Rong Commune, Nam Can District, Ca Mau Province, for fraud and property appropriation.

According to the initial investigation results, from February 2014 to February 2019, taking advantage of her acquaintances and the trust of many people, Cao Thi Anh lied to the participants that someone had collected the money, so that she could arbitrarily collect the money and sell it for nothing, appropriating over 2.5 billion VND from the participants.
With this money, Cao Thi Anh used it to pay off debt, pay bank interest and personal expenses. When she was no longer able to pay, Anh declared bankruptcy.
Previously, many people in the area had filed complaints about Cao Thi Anh’s behavior to the authorities with the amount of money scammed ranging from tens of millions to hundreds of millions of dong. In particular, one household got more than 1 billion dong.
Ms. Huynh Thi Hue, Cai Nai hamlet, Ham Rong commune, Nam Can district said that due to a previous acquaintance, she and her husband agreed to participate in a rotating savings and credit association with Ms. Cao Thi Anh. They participated twice in 2014 and 2015. When the time to collect the rotating savings and credit association was near, Ms. Cao Thi Anh suddenly announced that the rotating savings and credit association had broken down. According to Ms. Huynh Thi Hue, the amount of rotating savings and credit association money that Ms. Cao Thi Anh still owed her family was more than 1.1 billion VND.
On the same day, the Investigation Police Agency of Ca Mau Province Police searched the residence of Ms. Cao Thi Anh to collect more evidence.
