Temporarily detain Director of CDC Bac Giang and accomplices related to Viet A Company
Mr. Phan Huy Van and Ms. Phan Thi Khanh Van (Phan Huy Van's sister) also agreed to receive over 44 billion VND in extra money transferred by Viet A Company. Phan Thi Khanh Van paid part of the money to Mr. Lam Van Tuan, Director of CDC Bac Giang.
On January 21, the Ministry of Public Security's Investigation Police Agency issued decisions to prosecute and temporarily detain Lam Van Tuan, Director of CDC Bac Giang; (2) Phan Huy Van, Director of Phan Anh Company; (3) Phan Thi Khanh Van, self-employed (Phan Huy Van's sister) for violating bidding regulations causing serious consequences. On the same day, the Ministry of Public Security's Investigation Police Agency executed search warrants at the residences and workplaces of the above subjects; collected many documents and evidence related to the crimes.

The arrest of the above subjects is part of the investigation and expansion of the case of violating bidding regulations causing serious consequences; taking advantage of positions and powers while performing official duties; giving and receiving bribes occurring at the Company.Viet Aand related units and localities according to the Decision to initiate criminal proceedings dated December 17, 2021, and the Decision to supplement the Decision to initiate criminal proceedings dated December 31, 2021.
During the extended investigation of the case, the Investigation Police Agency of the Ministry of Public Security determined that: Mr. Lam Van Tuan, Director of CDC Bac Giang, colluded with Mr. Phan Huy Van, Director of Phan Anh Company (headquartered in Bac Giang city, Bac Giang province); Phan Quoc Viet, General Director of Viet A Company and related subjects to violate the provisions of the Bidding Law when organizing a bid to purchase COVID-19 test kits manufactured by Viet A Company. The total value is more than 148.3 billion VND.
Mr. Phan Huy Van and Ms. Phan Thi Khanh Van (Phan Huy Van's sister) also agreed to receive over 44 billion VND in extra money transferred by Viet A Company. Phan Thi Khanh Van paid part of the money to Mr. Lam Van Tuan, Director of CDC Bac Giang.
After being approved by the Supreme People's Procuracy, the Investigation Police Agency of the Ministry of Public Security has executed the above Decisions and Orders in accordance with the provisions of law.
Currently, the Investigation Police Agency of the Ministry of Public Security is urgently expanding the investigation, clarifying the nature of the case, handling violators according to the provisions of law; reviewing and thoroughly recovering assets for the State.
