He directed the Document Subcommittee and the working group of the Document Subcommittee of the 23rd Vinh City Party Congress to absorb, edit and complete the political report, shortening the report from 60 pages to 36 or 39 pages.

The City Party Secretary requested: members of the City Party Committee to enhance their sense of responsibility in directing the Party Congress and Party cells under the City Party Committee. Prepare well the Congress's human resources with inheritance, giving priority to young cadres, female cadres with good qualifications and qualities to meet the tasks in the new period.
