The Central Bus Station in Vinh City will be operational before August 30th.

(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Xuan Duong instructed the investor and relevant agencies to complete the procedures for the Central Bus Station in Vinh City to become operational before August 30th.

On the afternoon of August 2nd, Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, inspected the completion and commissioning of the Southern Vinh City Road Transport Service Area project and addressed difficulties for projects undertaken by the Central Vietnam Investment Joint Stock Company in Nghe An. According to a report from Vinaceglass – Cer Joint Stock Company, the investor of the Southern Vinh City Road Transport Service Area Project, the Central Vietnam Investment and Development Joint Stock Company has completed several key items: land compensation and clearance, site leveling for the entire project, fence construction, and infrastructure connection; a driver training and testing center; a gas station that commenced operations in May 2016; and the Central Vietnam Bus Station. The investor is currently completing the infrastructure and constructing warehouses for rent and other facilities to effectively utilize the land.

During the meeting, Vinaceglass – Cer Joint Stock Company proposed the following: The Southern Vinh City Road Transport Service Area project is planned entirely on agricultural land, therefore the time required for compensation and obtaining permission to change the land use purpose of agricultural land is relatively long; Essential infrastructure outside the project boundaries, such as electricity, water supply, and roads, are supposed to be provided by the local authorities but are not yet available, requiring the investor to arrange and bear the costs of investment.

Regarding the SaigonSky mixed-use project (commercial center, office space for rent, housing and apartments): To date, the investor has completed Phase I of the project, including 41 townhouses and the Phase I technical infrastructure system.

Currently, the investor is striving to complete the investment and construction of Phase II according to the approved revised detailed planning scheme of the project, including: complete construction of the entire project's technical infrastructure, asphalt paving, road connection, wastewater drainage, water supply, electricity supply, lighting, etc. Phase 2 townhouses will allow customers to build their own houses in accordance with the policy of the Nghe An Provincial People's Committee; and preparations are underway for the commencement of construction of a 21-story apartment building with a semi-basement level.

The investor requested the province to allow the announcement of the bus station's opening on August 2nd, 2017 (June 11th in the lunar calendar) in order to bring the facility into service for the people as soon as possible; and to provide support and facilitate the timely completion of legal procedures in investment, construction, and land use for the Saigon Sky Commercial Center, office rental, housing, and apartment project.

We request that the Road Management Department II and the Vinh Bypass BOT Management Company expand the section connecting to the bypass road from 25m to 50m towards Hanoi to facilitate vehicle access to and from the terminal.

Acknowledging the activities of Vinaceglass – Cer Joint Stock Company in the province over the past 10 years, Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, stated that the company's proposals regarding the aforementioned projects are reasonable. These issues are all within the province's current policies, so the company should complete the necessary legal procedures so that relevant departments and the Provincial People's Committee can address each issue individually, thereby creating favorable conditions for the investor.

The Chairman of the Provincial People's Committee requested: Regarding the Southern Vinh City Road Transport Service Area Project: The company should complete the procedures to open the bus station by August 30th. The Department of Transport is tasked with advising the Provincial People's Committee on opening bus routes through the station before August 30th. Agreement should be reached on expanding the connection from the bypass road to the station.

The licensing of driver testing centers is assigned to the Department of Transport to advise the Provincial People's Committee to submit to the Ministry of Transport when all conditions are met.

The investor agrees to cooperate with Thien Minh Duc Company to construct a gas station and a 7-story guesthouse.

The Department of Finance is tasked with handling the planning and land procedures to allow the project to proceed with the next phases.

Regarding Vinh Industrial University, the Department of Education and Training is tasked with advising the Provincial People's Committee to include it in the list of institutions that train Lao students. The Department of Planning and Investment is tasked with guiding the University in completing investment procedures and reporting to the Provincial People's Committee before August 15th.

Regarding the SaigonSky commercial center, office rental, housing and apartment project, the Department of Construction will specifically review the report to the Provincial People's Committee on upgrading the building from 19 to 21 floors before August 20th.
