(Baonghean.vn) - Recently, the Provincial Social Insurance has closely coordinated with the Department of Labor, Invalids and Social Affairs and the Provincial Labor Federation to promptly support and accompany businesses and workers with many effective and practical solutions.
Resolute, effective and timely support policies
Due to the severe impact of the Covid-19 epidemic, production and business activities of enterprises in the area are facing difficulties. In order to promptly support employers and employees, Nghe An Social Insurance has closely coordinated with the Provincial Labor Federation and the Department of Labor, Invalids and Social Affairs.Efforts and determination to implement Resolution No. 68/NQ-CP and Resolution No. 116/NQ-CP. In addition, the work of resolving the regime for F0 workers treated at home is also implemented promptly and accurately.
Ms. Nguyen Thi Sen (worker at a garment company in Dien Chau) said: “When I first learned that I had become F0, I was quite worried because I had to quit my job and was not sure how I would receive benefits. Contacting the Social Insurance agency, I was given specific instructions on the related procedures to receive support, information on the benefit level... A few days later, I received a text message from Nghe An Provincial Social Insurance about the payment of benefits. Although the amount was not much, it was very timely, I was very excited”.

Recently, the Prime Minister issued Decision No. 08/2022/QD-TTg dated March 28, 2022 regulating the implementation of the policy of housing rental support for employees. Based on the direction of the Vietnam Social Security,Nghe An Social Insurancehas issued a document guiding the Social Insurance of districts and towns to implement Decision No. 08. With the goal of always putting the rights and interests of participants in Social Insurance, Health Insurance, and Unemployment Insurance first, Nghe An Social Insurance has simplified the procedures to the maximum extent, the time to confirm is only 02 working days, from the date of receiving the request.
With the motto "as quickly and as soon as possible to bring policies to workers", in 2021, the entire provincial social insurance sector has reduced the contribution to the Labor Accident and Occupational Disease Insurance Fund for 7,137 units, equivalent to 165,055 workers; Temporarily stopped paying to the Retirement and Death Fund for 16 units, equivalent to 872 workers, with a total amount of suspended payment of over 5.8 billion VND; Confirmed the list of workers who temporarily suspended labor contracts, took unpaid leave, or stopped working due to the impact of the Covid-19 epidemic for 937 units with 25,206 workers to carry out support procedures for workers and businesses; Completed the reduction of unemployment insurance contributions for 7,463 units corresponding to 176,218 workers with the amount of reduced unemployment insurance contributions of over 26 billion VND; Resolve support for about 200,000 workers with a total amount of nearly 500 billion VND.

On the occasion of Workers' Month 2022, the Provincial Social Insurance organized a Dialogue Conference on Social Insurance and Health Insurance policies with the participation of over 50 large enterprises, FDI enterprises, and newly established enterprises in the area.
At the conference, businesses listened to reporters from the provincial Social Insurance departments present and disseminate the main contents of the policies on Social Insurance, Health Insurance, Unemployment Insurance, and Occupational Accident and Disease Insurance. The focus was on issues that businesses are interested in and have difficulties with: Social Insurance and Health Insurance collection; resolving Social Insurance regimes; and management and issuance of Social Insurance books and Health Insurance cards.

Sharing at the conference, Deputy Director of the Provincial Social Insurance Le Viet Thuc expressed his hope that the information provided by the Social Insurance agency at this conference will help units better understand the importance of the Social Insurance and Health Insurance policies. Thereby, they will fulfill their obligations to participate in Social Insurance, Health Insurance, and Unemployment Insurance, ensuring the rights of employees at their units. This is also a factor that helps employees feel secure in their commitment and dedication to the sustainable development of the enterprise. He also requested that units promptly report to the Provincial Social Insurance to coordinate in removing difficulties and obstacles in the implementation process. The Social Insurance agency is always ready to support, create the best conditions and accompany businesses and employees.
Together towards a common goal
With the goal of accompanying businesses and employees, in recent times, there have been many coordination programs between the Provincial Social Insurance and the Department of Labor, War Invalids and Social Affairs, all aimed at building a harmonious working environment, ensuring benefits for employees. Sharing about the inter-sectoral coordination program, Mr. Nguyen Chi Cong - Vice Chairman of the Provincial Labor Federation highly appreciated the responsibility and timeliness of the Social Insurance agency in resolving the regime for employees. At the same time, he said that units need to further promote the effectiveness of the form of dialogue propaganda at enterprises. Contributing to raising awareness and understanding of employees about the policies of Social Insurance, Health Insurance, Health Insurance, Unemployment Insurance, increasing the rate of participation in compulsory Social Insurance and reducing the situation of receiving Social Insurance one time.

From the program of coordination of activities between the Labor Federation and Social Insurance at the provincial level, from 2017-2020, 19 conferences on propaganda and dialogue onSocial Insurance Lawfor workers at the units. These propaganda sessions are often held at enterprises with 1,000 or more employees, each dialogue session attracts about 200 workers to participate. In 2021, the three sectors coordinated to conduct inter-sectoral inspections of compliance with the provisions of the law on Labor - Labor Safety - Social Insurance at 3 construction projects in Vinh city, reviewed the situation of outstanding Social Insurance and Voluntary Insurance debts across the province, advised the Provincial People's Committee to direct the settlement of salary and Social Insurance debts of employees at Joint Stock Company 423, organized work with 92 employers who owed Social Insurance, Voluntary Insurance, Health Insurance with large debt amounts and long debt periods, coordinated in resolving complaints related to the regime and policies of employees in the area, ...
At the district level, every year, the District and Town Social Insurance coordinates with the Labor Federation to organize conferences to disseminate new points of the Labor Code and the Social Insurance Law for social insurance officers at schools, wards, communes and towns and dialogue conferences with workers at industrial parks and enterprises in the district, city and town.

Coordination not only enhances the role of trade unions but also creates trust among workers, thereby spreading social insurance and health insurance policies.
In the coming time, the Social Insurance sector will continue to base on its functions, tasks and actual situation at each time to closely coordinate with the Provincial Federation of Labor, the Department of Labor, War Invalids and Social Affairs to advise the Provincial Party Committee, the People's Council, and the Provincial People's Committee to issue directive documents to strengthen State management in the fields of labor, employment, vocational training, and implementation of salary policies, social insurance, health insurance, and unemployment insurance for employees.

Specifically: Coordinate in the propaganda of Social Insurance, Health Insurance, Voluntary Insurance policies: Integrate propaganda and dialogue on Social Insurance, Health Insurance, Voluntary Insurance policies for employers, employees and people at training conferences organized by inter-sectoral organizations; direct dialogue propaganda at job transaction sessions organized by the Employment Service Center; propaganda on media of the sectors: Electronic Information Portal/page, leaflets, brochures, Facebook fanpage, Zalo OA... Expand and develop participants, reduce outstanding debts of Social Insurance, Health Insurance, Unemployment Insurance; Review the management of beneficiaries of unemployment benefits and resolve problems related to the regime for employees.
