Nghe An Social Insurance: Accompanying employees and employers to overcome the Covid-19 pandemic
(Baonghean.vn) - According to regulations, the Vietnam Social Insurance industry will implement 03 policies and confirm the list of workers for 6 support policies specified in Decision No. 23/2021/QD-TTg.
Pursuant to Resolution No. 68/NQ-CP dated July 1, 2021 stipulating a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic (Resolution No. 68/NQ-CP); Decision No. 23/2021/QD-TTg of Decision No. 23/2021/QD-TTg dated July 7, 2021 of the Prime Minister; Official Dispatch No. 1988/BHXH-TST dated July 8, 2021 of Vietnam Social Security; Nghe An Provincial Social Security has been urgently implementing solutions with the motto of accompanying employees and employers to overcome the Covid-19 pandemic.

According to regulations, the Vietnam Social Insurance industry will implement 03 policies and confirm the list of workers for 6 support policies stipulated in Decision No. 23/2021/QD-TTg. Specifically:
03 support policies directly related to the Social Insurance agency: Reducing the level of occupational accident and disease insurance contributions; temporarily suspending contributions to the pension and death fund; supporting training to maintain employment for workers.
For 6 other support policies such as policies to support employees who temporarily suspend their labor contracts, take unpaid leave; support employees who stop working; support employees who terminate their labor contracts: Social Insurance is responsible for confirming the List of employees who temporarily suspend their labor contracts, take unpaid leave (Form No. 05); List of employees who stop working (Form No. 06); List of employees (Form No. 13a, Form No. 13b, Form No. 13c) according to Chapter IV, Chapter V, Chapter X of Decision No. 23/2021/QD-TTg.

To implement these policies, Nghe An Social Insurance has coordinated with the Department of Labor, War Invalids and Social Affairs to advise the Provincial People's Committee to issue an implementation plan; issue guidance documents, coordinate with employers to review, compare, identify subjects, conditions, application procedures, application submission methods, etc.
July 9, 2021,Nghe An Provincial Social Insuranceorganized an online conference at 21 locations in the province to disseminate and direct the implementation of Resolution No. 68/NQ-CP, Decision No. 23/2021/QD-TTg and Official Dispatch 1988/BHXH-TST dated July 8, 2021 of Vietnam Social Security.
Accordingly, Nghe An Provincial Social Insurance assigns specific tasks, decentralization, delegation of authority and clear responsibilities to units and Social Insurance of districts and towns. The Chief of Office, Heads of functional departments, Directors of Social Insurance of districts and towns, based on their functions and tasks, organize and seriously implement and are responsible to the Director for the implementation of Resolution No. 68/NQ-CP, Decision No. 23/2021/QD-TTg with the requirement: "The implementation of support must be carried out quickly and promptly, without any additional administrative procedures according to Decision No. 23/2021/QD-TTg and the guiding documents of the industry".

With the motto of always accompanying and sharing with employers and employees to overcome difficulties, social insurance officers provide maximum support to employers and employees in the process of completing procedures and documents, ensuring full, timely and correct settlement. Specifically:
For 03 support policies directly related to the Social Insurance agency: Reducing the level of occupational accident and disease insurance contributions; temporarily suspending contributions to the pension and death fund; supporting training to maintain employment for employees. The provincial Social Insurance agency receives documents and handles administrative procedures in accordance with regulations.
In particular, priority is given to reviewing and identifying units eligible for a 0% reduction in the contribution rate to the TNLĐ-BNN fund. By July 20, 2021 at the latest, all of these units will have their TNLĐBNN contribution rate reduced to 0% from July 1, 2021 to June 30, 2022, and a notice (according to form No. 02) will be sent to each unit in the province.

For 6 other support policies according to Decision No. 23/2021/QD-TTg, the provincial Social Insurance shall confirm the List of employees temporarily suspending the performance of labor contracts, taking unpaid leave (Form No. 05); List of employees who have stopped working (Form No. 06); List of employees (Form No. 13a, Form No. 13b, Form No. 13c) according to Chapter IV, Chapter V, Chapter X of Decision No. 23/2021/QD-TTg. The settlement period shall not exceed 02 working days from the date of receipt of complete and valid documents.
