Nghe An Social Insurance: Efforts in collecting and developing the number of people participating in social insurance and health insurance

(Baonghean.vn) - In recent times, Nghe An Provincial Social Insurance has strived to overcome many difficulties and challenges, gradually completing targets on collection, increasing the number of people participating in social insurance and health insurance, and striving to reduce outstanding debts.

Leadingnationwideon the number of people participating in voluntary social insurance

Entering 2020, Nghe An Social Insurance sets a target of striving for the rate of people participating in health insurance to reach 90.6% of the population; the target of social insurance coverage compared to the working-age labor force is 16.09%; the rate of social insurance arrears is equal to or lower than the national average debt rate; achieving level 4 online public services; 100% of units and organizations carry out electronic transactions on social insurance, health insurance, etc.

Realizing the goals, from the beginning of the year until now,Nghe An Social Insurancehas constantly innovated methods, contents, and forms of propaganda and mobilization of people to participate in social insurance and health insurance; promoted the development of social insurance and health insurance participants, ensuring sufficient targets according to the roadmap; strengthened inspection of the implementation of social insurance and health insurance policies and laws; strengthened measures to manage and use the health insurance fund reasonably and effectively; reformed administrative procedures, and effectively deployed a multimedia interaction system with people and businesses.

In particular, the provincial Social Insurance has had many good practices, experiences, and initiatives in effectively implementing information and communication work to develop voluntary social insurance participants. Specifically: The provincial Social Insurance has mobilized the participation of the political system in propaganda and mobilization work for people to participate in voluntary social insurance; focused on the role of the Party Committees and authorities of communes, wards, and towns in the process of implementing policies at the local level such as: Assigning targets for developing the number of voluntary social insurance participants; requesting local authorities to report on the results of the number of social insurance participantsvoluntaryat different times; coordinate and preside over the organization of propaganda conferences, policy dialogues, representatives of local Party committees and authorities give speeches at conferences; integrate the development of voluntary social insurance through existing models of associations and unions; select cadres from various sectors to work as collection agents, propaganda collaborators...

In addition, the provincial Social Insurance has assigned clear tasks to district/town Social Insurance agencies: District Social Insurance leaders must participate in chairing, consulting and answering questions directly at propaganda conferences and developing subjects; Social Insurance officers always accompany and support collection agents in the propaganda process at the grassroots level; be flexible in the method of approaching people by organizing propaganda conferences right at the hamlets, villages and hamlets; the time of organizing conferences is flexible, suitable to the customs and habits of the people; the content and language of propaganda are converted from difficult-to-understand specialized language to common language.

In addition, the provincial Social Insurance has always taken full advantage of opportunities to reach each potential target group with appropriate propaganda and mobilization methods. For the group of farmers and small traders, the Social Insurance agency has organized conferences and directly propagated at the home where the workers are working. For the group of workers who have registered for unemployment benefits, the Social Insurance agency has carried out propaganda right at the Employment Service Center. For the group of workers who have quit their jobs and returned to live locally, the Social Insurance agency has invited them to attend conferences, provided direct consultation at home and consulted right at the "One-stop" department where the workers registered for one-time social insurance benefits.

Along with that, the provincial Social Insurance has also paid attention to and promoted the use of social media channels on social insurance and health insurance, bringing positive results, especially in reaching out to the people and young workers...

By the end of September 2020, Nghe An province had 68,818 people participating in voluntary social insurance, an increase of 18,853 people (37.73%) compared to 2019. Currently, Nghe An is leading the country in the number of people participating in voluntary social insurance, accounting for more than 8% of the total number of participants nationwide.

The whole province has 2,933,162 peopleparticipate in social insurance, health insurance, unemployment insurance, reaching 98.97% of the plan assigned by Vietnam Social Security, an increase of 78,479 people (up 2.75%) over the same period in 2019, an increase of 97,091 people (up 3.42%) over the end of 2019. Total revenue from social insurance, health insurance, and unemployment insurance reached nearly 4,836 billion VND, reaching 71.29% of the assigned plan, an increase of nearly 291 billion VND (up 6.40%) over the same period in 2019.

Focus on debt collection

In addition to the achievements, Nghe An Social Insurance also encountered many difficulties and obstacles in the work of urging debt collection at small, micro and long-term enterprises. Especially in the third quarter of 2020, debt collection and recovery work was greatly affected byCovid-19 epidemicre-emerged in our country while the economy has not yet recovered due to the outbreak at the beginning of the year, causing an increase in social insurance and health insurance debts at employers. Although many solutions have been implemented synchronously, by the end of September 2020, the total debt of social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance (excluding late payment interest debt and debt to the state budget) in the whole province was 279,213 billion VND, accounting for 4.12% of receivables.

In order to limit and overcome the situation as much as possibledebt of social insurance, health insurance, unemployment insuranceIn the last months of the year, many scenarios have been developed and implemented by the provincial Social Insurance: Launching a debt reduction emulation movement; assigning targets to each unit and individual; continuing to review debt classification records, updating the software in accordance with regulations. For units receiving salaries from the state budget, advising on documents reporting to People's Committees at all levels to direct debt units in the area; coordinating with the district State Treasury in controlling expenditures on salary payments, social insurance and health insurance contributions for employees; reviewing the remaining state budget needs in 2020, reporting to the provincial Social Insurance to synthesize and send to the Department of Finance for timely funding, not allowing health insurance debt for groups of subjects guaranteed by the state budget; implementing the use of state budget sources to pay and support health insurance in the fourth quarter of 2020.

For the business sector: Classify businesses with debts according to the number of months of debt, focusing on urging units with overlapping debts and units that abuse the impact of Covid to evade paying social insurance and health insurance; continue to establish direct debt collection teams at the unit or invite units with direct debt to the provincial Social Insurance to work and make working minutes; at the same time, transfer the list of eligible debt units to the inspection and examination department to establish an extraordinary specialized inspection team; concentrate human resources, drastically and synchronously deploy solutions to urge collection and reduce debt in the last 3 months of the year according to the Scenario for urging collection and reduction of social insurance and health insurance debts in 2020 and the Specialized document on urging collection and reduction of debt sent to the Social Insurance of districts and towns, ensuring compliance with local reality.

Information from Nghe An Social Insurance: Currently, the whole province has a bad debt of 69.4 billion VND, accounting for 19.74% of the total debt (missing, bankrupt, and dissolved units). Nghe An Social Insurance has requested Vietnam Social Insurance to coordinate with other sectors to find a solution to handle this debt.
