Provincial Social Insurance collects opinions to assess people's satisfaction level
(Baonghean.vn) - On the afternoon of August 8, the inspection team of the Department of Home Affairs had a meeting with the provincial Social Insurance on administrative reform.
Reporting to the inspection team, Director of the Provincial Social Insurance (PSI) Le Truong Giang affirmed: "Determining administrative reform (AR) as one of the key contents, the Provincial Social Insurance has focused on innovating business processes, promoting the application of information technology, creating favorable conditions for organizations, individuals and businesses when transacting with the Social Insurance agency".

Accordingly, the provincial Social Insurance has reduced the time for handling administrative procedures: issuing health insurance cards without changing information is done on the same day when people request; adjusting information about relatives for people receiving pensions and monthly social insurance benefits, the processing time is reduced to 16 days compared to the regulation of 20 days; paying for health insurance medical examination and treatment costs, processing direct payment records within the province is 20 days compared to the regulation of 30 days.
The provincial Social Insurance Department publicly posted 28/28 administrative procedures, records, and forms related to the fields of social insurance, health insurance, and unemployment insurance at the "one-stop" department; received and returned results of administrative procedure settlement through postal services in an open manner, promoting the implementation of electronic transactions in handling administrative procedures in all fields.

“The new administrative reform solves the problem of building the image of cadres, civil servants, public employees, and social insurance workers as “friendly and responsible”, while creating conditions to increase the accessibility and benefits of insurance participants. The provincial social insurance agency deploys software to collect people's opinions and assessments of public services provided by the unit” - The head of the provincial social insurance agency emphasized.
At the same time, the unit builds and improves the quality of its staff and civil servants; synchronously deploys initiatives to improve work quality and efficiency, associated with administrative reform at agencies and units. In 2017, the Director of the Provincial Social Insurance recognized 90 grassroots initiatives of 191 staff. Of which, 2 initiatives associated with administrative reform were recognized by the Scientific Council of the Vietnam Social Insurance sector.

Concluding the meeting, Deputy Director of the Department of Home Affairs Le Dinh Ly highly appreciated the results of administrative reform work of the provincial Social Insurance.
At the same time, it is recommended that the provincial Social Insurance continue to pay attention to and enhance the Party's leadership role in administrative reform; continue to review administrative procedures, propose to reduce administrative procedures, simplify dossier components; shorten the time to handle administrative procedures in a number of areas, creating favorable conditions for organizations, individuals and businesses.
The provincial Social Insurance needs to complete the software to manage the process of receiving and processing records and returning results of handling administrative procedures; continue to improve the effectiveness of applying information technology in management, performing professional tasks, and using public services at a high level (level 3, 4); and collect people's opinions on the provision of public services of the industry so that people are increasingly satisfied when coming to the Social Insurance.

The provincial Social Insurance also needs to direct the district-level Social Insurance to actively coordinate with authorities at all levels to better implement the one-stop mechanism in handling administrative procedures on birth registration, permanent residence registration, and issuance of social insurance cards for children under 6 years old.

At the same time, the provincial Social Insurance needs to strengthen inspection, supervision, and control to avoid the situation of taking advantage of the social insurance regime, etc.
