According to initial investigation, on the afternoon of April 8, Cat Lai Traffic Police set up a checkpoint on Mai Chi Tho Avenue (District 2). At this time, Phong was said to have been driving his motorbike at a high speed exceeding the speed limit, so the traffic police caught him and stopped him.
This man could not show his driver's license or ID card, so the traffic police asked him to take a breathalyzer test. Phong did not agree, loudly insulted the officers on duty, and attacked the traffic police three times.
For nearly an hour, Phong stood on the side of the road, yelling and cursing continuously before finally going inside to deal with the situation. The results of the blood test showed that this person's blood concentration was higher than the permitted limit.
All of Phong's actions were recorded by the police.
