On the morning of February 10, a working group of the Hoang Mai environmental police discovered three men defecating in the wrong place on the side of Tran Thu Do street, Hoang Liet ward.
The undercover detectives recorded the incident, reported it to the public and the ward police, who invited all three to the headquarters for questioning.
According to the police, the three men, all taxi drivers, gave various reasons for urinating in public. After hearing the explanation of the new regulations, they agreed with the outcome of the Hoang Mai District Police.
Pursuant to Article 20 of Decree 155/2016, effective from February 1, Hoang Mai District Police fined three drivers VND2 million each.

According to Colonel Nguyen Hong Thai, Chief of Hoang Mai District Police, police are equipped with cameras to record evidence of violators. "The public and semi-public forces coordinate with the ward police when detecting and handling violations," Colonel Thai emphasized.
Mr. Thai believes that ugly behaviors such as littering in the wrong places, swearing in public places, and urinating in the middle of the elegant capital are unacceptable. Therefore, Hoang Mai District Police decided to "fire the first shot" to strictly handle these uncivilized behaviors. If they recur, in addition to heavier fines, the police will apply the form of "community service to clean up public sanitation".
