'3 in 1' Secretary in Do Luong

(Baonghean) - Working locally since 1986, Secretary and Hamlet Chief of Hamlet 9, Trang Son Commune (Do Luong District) Nguyen Phuc Canh has been trusted and loved by the Party Committee, government and people for his enthusiasm, dedication and prestige in his work.

Walking on clean concrete roads running along rows of trees and green fences, Mr. Nguyen Phuc Canh happily introduced us to the achievements that the cadres and people of Hamlet 9 have built over the years.

The hamlet has 148 households and 700 people. For many years, the hamlet has maintained the title of cultural hamlet, and its Party cell has been clean and strong for many years. Hamlet 9 is also the first unit of Trang Son commune to complete the criteria for new rural construction.

People's lives are increasingly improved, especially the maintenance of solidarity and unity, the close relationship between the village and the neighborhood is always focused on and promoted by the people. All policies, guidelines and instructions from the superiors are highly supported by the cadres and people here.

Born in 1960, having joined the army since 1979, after leaving the army, Mr. Nguyen Phuc Canh has been working in the locality for more than 30 years now. Having held many positions, but the most "attached" position is still being elected by the Party Committee and the government as the Secretary and Head of Hamlet 9; from 2012 to present, he has assumed the role of Secretary and Head of Hamlet, leading the Party cell and the government, achieving many practical achievements, recognized and trusted by the people.

Mr. Nguyen Phuc Canh shared: “In addition to supporting and guiding people to take care of production, develop the economy, eliminate hunger and reduce poverty, our hamlet 9 also pays great attention to the movement to encourage learning and encourage talents. All households enthusiastically contribute 50,000 VND/year to maintain the learning encouragement fund, and promptly encourage and reward children in the hamlet who have good academic achievements. We are aware that caring, encouraging and investing in children's education is the way to build a sustainable and effective future.”

In addition to the education promotion movement, Hamlet 9, Trang Son Commune is also a locality that effectively applies conventions and village covenants. According to the "terms" of the village covenant, every resident must fully participate in meetings; the hamlet is divided into 7 self-governing inter-family groups, each group is responsible for implementing the tasks disseminated by the superiors; complying with regulations on funerals, weddings as well as fulfilling obligations to the State such as paying taxes, building new rural areas; especially maintaining solidarity, consensus and attachment between neighbors.

However, to effectively implement the rules of the village covenant or the instructions and implementation of the local Party Committee and authorities, according to the people of Hamlet 9, the role of the Party cell secretary and the hamlet chief is very important and decisive; Hamlet 9's current achievements are thanks to the "2 in 1" secretary Nguyen Phuc Canh (Secretary and hamlet chief).

All the work that Mr. Nguyen Phuc Canh manages and implements is public, transparent, and fair, so people feel secure and trust him. Regarding this, Mr. Nguyen Phuc Canh shared: "If you want to direct others to follow, each party member must set an example first.

For example, if we want to mobilize people to pay taxes on time, party members and officials need to pay first; if we want to mobilize people to support and contribute to the construction of new rural areas, officials must contribute first. Matters related to money and economic accounting must be transparent so that people can see that officials are not corrupt and that the money they contribute is truly useful…”.
