Provincial Party Secretaries offer advice against "buying positions and power"
Leaders of some localities have proposed clarifying "who is running for office and power and who is running for it", and at the same time creating conditions for talented people to contribute.
At the national conference of the Party building organization sector on January 19, for the first time, the Central Organizing Committee presented a draft on controlling power and preventing "buying positions and power" in the work of organizing cadres to collect opinions from delegates.
Quang Ninh Provincial Party Secretary Nguyen Van Doc said that the question must be raised: "Who is running and who is running from whom?"
"For a long time, we have been saying that personnel work is a difficult problem, so the Central Organizing Committee needs to have a solution. We must evaluate cadres in a way that is not possible. If we do not evaluate, it will be difficult to arrange them properly. If we evaluate cadres through their qualifications, then whatever qualifications they lack, they will have those qualifications very quickly," said the Secretary of Quang Ninh.
Therefore, according to Mr. Doc, the selection process should be changed, aiming for the many to choose the few, meaning that for one position there should be many candidates to choose from.

Binh Thuan Provincial Party Secretary Nguyen Manh Hung also said that controlling power and preventing the abuse of power and positions is an urgent issue in Party building today; the drafting of the above draft has demonstrated the political determination of the Central Organizing Committee in its advisory work.
According to Mr. Hung, the draft needs to add a power control mechanism to prevent and eliminate risks and wrongdoings of organizations, individuals, and units in the organization exercising power.
"It is necessary to develop criteria for evaluating cadres and clearly define the responsibilities of leaders. Agencies in charge of cadre work must also monitor cadres regularly and systematically, not waiting until the year-end review to check," said Mr. Hung.

The leaders of Binh Thuan Provincial Party Committee also suggested that when introducing, nominating and appointing officials, competent authorities must simultaneously resolve five pairs of relationships, namely virtue and talent, qualifications and practical capacity, standards and structure, responsibility and authority, opinions and voting results of collectives and individuals.
According to him, to harmoniously resolve the above relationships, the vote of confidence for officials before appointment must be carried out according to procedures, and at least two or more people from the planned list must be selected.
In addition, before introducing candidates and appointing officials, agencies need to organize examinations to create opportunities for those with development prospects to demonstrate their abilities.
"Some people say that when the organization needs old people, I am young, when the organization needs young people, I am old, when the organization needs women, I am a man, when the organization needs workers and farmers, I am an intellectual, when the organization needs knowledge to meet the 4.0 revolution, I received a notice of retirement in 5 months. It sounds very painful. Therefore, I think that any cadre who meets the criteria should be given the opportunity to demonstrate their talent through appropriate recruitment methods," Mr. Hung raised the issue.

Senior Lieutenant General Nguyen Van Thanh, Deputy Minister of Public Security (former Secretary of Hai Phong City Party Committee) also commented that the topic of controlling power and preventing the abuse of power and positions is extremely necessary in the work of organizing cadres; to effectively fight in this field, we must aim for the four no's: "cannot run, dare not run, need not run and do not want to run".
Regarding the goal of “not being able to run”, Mr. Thanh said that the organization sector must have clear rules and regulations so that no one can circumvent or break the rules; to make them “not dare”, they must be strictly punished, and to “not want” them, there must be policies and mechanisms and create conditions for cadres to live and work.
"Regarding the solution, we should more clearly identify the power at the central and local levels. Decentralization should be stronger, but it must go hand in hand with inspection and determination of the responsibility of the leader; when power is delegated but cannot be carried out, it must be handled," the Deputy Minister of Public Security emphasized.
