Speaking at the first quarter meeting, deploying tasks for the second quarter of 2016 of the Ministry of Transport, Politburo member, Secretary of the Ho Chi Minh City Party Committee Dinh La Thang, former Minister of Transport, said that with the comments contributed by the transport agencies, he suggested that the Minister of Transport accept them. In particular, the Transport Association needs to organize a meeting with transport enterprises to discuss and resolve related issues.

Highlighting the role and effectiveness of state management, former Minister Dinh La Thang suggested that the Ministry of Transport promote propaganda to members of the Transport Association so that members of the Association comply with the law, reduce the phenomenon of overloaded vehicles and illegal bus stations, and state management needs to improve its effectiveness.

Former Minister of Transport Dinh La Thang noted that in investing in transport infrastructure, attention should be paid to investment efficiency, investment rate, and regional and urban connectivity, especially in the southern region and Ho Chi Minh City. The gateway to Ho Chi Minh City still has many shortcomings. It is necessary to have an early report to the Government, propose counterpart capital for ODA, which is currently seriously lacking, and there is a risk of contractors being fined due to lack of payment capital and affecting progress, leading to increased capital. Promote the development of counterpart capital for investment in the form of PPP. Capital for purely BOT is certainly difficult, so a comprehensive package is needed.

Concerned about the progress of urban railway projects, including the Cat Linh - Ha Dong urban railway project, the relevant parties should not blame history but must take responsibility to accept and continue implementing it.

Some major projects such as Long Thanh airport must be accelerated in terms of progress by breakthrough mechanisms. The expressway project, especially the North-South expressway, although relatively good with 4 separated lanes, has begun to be overloaded. The high-speed railway project should be prepared to report to the National Assembly soon, how to report to the National Assembly during this term, prepare conditions for commencement because this is the most important project in the coming time; the bridge project involving the people, it is best to decentralize to the Department of Transport and the General Department of Roads to implement.

Vehicle and load control work, continue to pay attention to administrative reform and administrative procedures. This does not cost much money, so we must continue to reform administrative procedures, must be the leading unit in the block of ministries and branches.

Pay attention to socializing investment, especially public investment. The State only issues standards but cannot do it for us. If businesses and people can do it, the results will certainly be better.

Affirming his working process as the head of the transport sector in the last term, former Minister Dinh La Thang said that having lived in a collective of solidarity, consensus, strong will and aspiration to rise up, a collective that always listens, understands and shares, upholds humanistic values, so we have done the tasks assigned by the Party, State and People. However, the development of a synchronous, convenient, safe and effective transport system, meeting the requirements of industrialization and modernization, and eliminating infrastructure bottlenecks still requires more efforts.

Also at the Conference, the new Minister of Transport - Mr. Truong Quang Nghia considered the task of being the Minister of Transport a great honor but also a heavy responsibility, in which the most important is to inherit and promote the tradition of the transport sector in recent years, transport infrastructure contributes to ensuring economic development and transport must always be one step ahead. The Minister pledged to do his best for the development of the sector, with the spirit of always being open-minded, listening, reforming administration, renewing thinking, overcoming limitations and weaknesses and striving to complete the tasks assigned by the Party and the State./.
