District Party Secretary in the West Disciplined for Inability to Pay Debt
The Secretary of Tri Ton District (An Giang) was warned because he and his wife borrowed tens of billions of dong to build an illegal tourist area and lost the ability to pay.

On May 16, the Inspection Committee of An Giang Provincial Party Committee announced the conclusion of violations by Mr. Men Pholly, member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Tri Ton district.
Accordingly, Mr. Men Pholly did not declare in detail and fully the changes in assets, asset value, income; did not explain, declare debts, sources of funds to repay debts, outstanding debts, etc.
Mr. Men Pholly and his wife were the ones who inherited and borrowed money and gold from a number of credit institutions and individuals in large amounts, and were unable to pay. The total debt of the Tri Ton District Party Secretary's family at the time of inspection (early 2018) was more than 40 billion VND. Of which, 38 billion VND was borrowed capital, and bank interest was over 2.5 billion VND.
Mr. Men Phollyletting his wife invest in the construction and business of Soai So Lake Tourist Area (Suoi Vang, Nui To commune, Tri Ton district) without completing all procedures according to legal regulations.
"Legally, his familyPholly Men"is not qualified to receive this project for investment," the conclusion stated, affirming that as the head of the locality, Mr. Men Pholly is responsible for the violations in the investment and business of his family's Soai So Lake Tourist Area.
During 3 meetings with the inspection team, the Secretary of Tri Ton district admitted his mistakes and promised to work with his family to correct them.
In response to these violations, the Executive Committee of the An Giang Provincial Party Committee voted to issue a disciplinary warning to Mr. Men Pholly.
The Provincial Party Committee's Inspection Commission requested the Tri Ton District Party Committee Standing Committee to closely coordinate with relevant departments and branches to rectify the implementation of the Soai So Lake project.
In addition, this agency also directed a review and experience drawing for the People's Committee and specialized agencies of Tri Ton district for allowing the wife of the district Secretary to build and operate a tourist area without completing legal procedures.At the same time, review the responsibility of the Chairman of the District People's Committee and report to the Provincial Party Committee's Inspection Committee before June 30.
