Provincial Party Secretary: Cadres must prioritize being close to and understanding the people.

(Baonghean.vn) - A crucial issue raised by Provincial Party Secretary Nguyen Dac Vinh at the working session with the Standing Committee of the Dien Chau District Party Committee is that cadres must be close to the people, understand their needs, and be deeply involved at the grassroots level, promptly addressing the legitimate concerns and needs of the people; developing the economy and improving the people's living standards.

On the morning of March 7th, Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation - worked with the Standing Committee of the Dien Chau District Party Committee.

Also attending were Comrade Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Chief of the Provincial Party Committee Office; members of the Provincial Party Standing Committee: Ho Phuc Hop - Head of the Provincial Party Propaganda Department; Nguyen Huu Lam - Head of the Provincial Party Organization Department; Le Minh Thong - Vice Chairman of the Provincial People's Committee; and representatives of the leadership of several provincial departments and agencies.

During the meeting, Tran Van Cuong, Secretary of the Dien Chau District Party Committee, stated that the locality has achieved many results in various fields.

By the end of 2016, per capita income reached 35 million VND, the poverty rate was only 3.63%; and budget revenue exceeded 298 billion VND. Notably, businesses in the area experienced strong growth in both number and scale, with 429 enterprises.

Dien Chau district has 17 out of 38 communes meeting the standards of new rural areas. Implementing agricultural restructuring, the district has built 8 large-scale model fields that yield high efficiency; formed large concentrated livestock farming areas and integrated farm areas far from residential areas with an area of ​​approximately 300 hectares, creating effective commodity production zones. The total number of boats and ships as of the end of December 2016 was 1,539, including 48 vessels with engines exceeding 400 horsepower.

During the meeting, many opinions praised Dien Chau's dynamism in economic development. Director of the Department of Industry and Trade, Hoang Van Tam, suggested that the locality should focus on investing in expanding and building more industrial clusters, especially in the western part of the district, and concentrate on developing traditional craft villages and cooperatives.

Meanwhile, representatives from the Department of Agriculture and Rural Development suggested that the district focus on closely directing the transition from trawling to sustainable forms of seafood exploitation such as purse seine fishing, in order to both improve exploitation efficiency and protect the environment; and at the same time, promote agricultural restructuring associated with the construction of new rural areas.

Ho Phuc Hop, Head of the Provincial Party Committee's Propaganda Department and also a member of the Provincial Party Standing Committee in charge of Dien Chau district, assessed that, despite achieving many results, the district's economic growth has not met targets and has not fully exploited the potential of the local people.

In the field of new rural development, solutions are needed to address outstanding debts related to new rural development; at the same time, in addition to building new rural communes that have not yet achieved the new rural development goals, attention should also be paid to consolidating the criteria in communes that have already achieved the new rural development goals in a truly sustainable manner.

Provincial Party Secretary Nguyen Dac Vinh acknowledged the achievements of Dien Chau district. Regarding future tasks, the Provincial Party Secretary emphasized several directions in the socio-cultural field; urban development in Dien Chau; and having good forecasting and vision to attract investment capital, given its proximity to developing industrial parks in Nghi Loc.

In particular, regarding the tourism sector, the Provincial Party Secretary noted that the district needs to create favorable conditions and support existing investors in the area to exploit its tourism strengths and create a positive ripple effect. Furthermore, regarding the proposal to build a coastal road through Dien Chau district, Party Secretary Nguyen Dac Vinh stated that the province is working with the Government to expedite the implementation of this road.

The comrade also noted that Dien Chau should mobilize resources to plan the construction of connecting roads to the expressway and coastal road that will soon be built in the area.

A crucial issue raised by the Party Secretary at the meeting was that the cadres of Dien Chau must be close to the people, understand their needs, and be deeply involved at the grassroots level, promptly addressing the legitimate concerns and needs of the people; developing the economy and improving the people's living standards.

Suggesting that Dien Chau continue to pay attention to Party building work, the Provincial Party Secretary emphasized the effective implementation of Resolution No. 4 of the Central Committee (12th term). During the process of directing grassroots self-criticism sessions, the working group must conduct these sessions seriously, drawing lessons and developing solutions to overcome shortcomings. The collective and individual self-criticism sessions must clearly identify limitations and weaknesses and proactively change their perceptions.

Regarding Project 01-DA/TU dated August 10, 2016, of the Provincial Party Committee (18th term) on building Party branches and developing Party members in hamlets, villages, and communities without Party branches or members, and those at risk of no longer having Party branches during the 2016-2020 period, the Provincial Party Secretary requested Dien Chau district to implement the project effectively, reassess the reasons why Party members cannot be developed in these special areas, and then find solutions to address the issue.

"Regarding Project 01, the district has acted quickly and quite decisively, but the district needs to be even more decisive and substantive," the Provincial Party Secretary emphasized, and requested that district leaders directly go down to the communes to implement this project.

Currently, the Dien Chau District Party Committee has 87 grassroots Party organizations with 14,532 Party members. Implementing Project No. 01 dated August 10, 2016, of the Provincial Party Committee (18th term) on building Party branches and developing Party members in hamlets and villages without Party branches or members, and in hamlets and villages at risk of no longer having Party branches during the 2016-2020 period, the district has issued a project and plan for its implementation. To date, Dien Chau has completed the establishment of independent Party branches as required by the project in Dien Quang, Dien Thinh, Dien Doai, and Dien Tan communes; and eliminated one hamlet that previously lacked a Party branch.

The Provincial Party Secretary expressed his wish that Dien Chau district should take the lead in having district officials and Party members participate in Party branch activities at the grassroots level to help Party members at the grassroots level.Building strong Party branches is crucial. Regarding downsizing the workforce, it's necessary to recognize that the current system is considered cumbersome, overlapping, and inefficient in some areas; therefore, it's essential to identify areas where workforce reduction is needed.

Finally, regarding the issue of building new rural areas, the Provincial Party Secretary stated that there should be no rush, but rather a roadmap to complete each group of criteria, with the most important thing being genuine quality and maintaining the criteria. Simultaneously, it is necessary to identify criteria that have not yet been met and develop specific plans to improve them, especially criteria such as the political system (9 communes still not meeting the criteria), transportation (19 communes still not meeting the criteria), and poverty reduction (12 communes still not meeting the criteria)...

The Provincial Party Secretary also noted that Dien Chau district must thoroughly understand the province's viewpoint of avoiding outstanding debts in new rural construction; at the same time, the district needs to build new rural areas in conjunction with restructuring the agricultural sector.
