Provincial Party Secretary: Officials must attach importance to being close to the people
(Baonghean.vn) - A very important issue raised by Provincial Party Secretary Nguyen Dac Vinh at the meeting with the Standing Committee of Dien Chau District Party Committee is that the cadres must be close to the people, closely follow the grassroots, promptly resolve the people's concerns and legitimate needs; develop the economy, and improve people's lives.
On the morning of March 7, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with the Standing Committee of Dien Chau District Party Committee. Also attending were comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Chief of the Provincial Party Committee Office; comrades of the Provincial Party Committee Standing Committee: Ho Phuc Hop - Head of the Provincial Party Committee's Propaganda Department; Nguyen Huu Lam - Head of the Provincial Party Committee's Organization Department; Le Minh Thong - Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of provincial departments and branches. |
At the meeting, Secretary of Dien Chau District Party Committee Tran Van Cuong said that this locality has achieved many results in many fields.
By the end of 2016, the average income per capita reached 35 million VND, the poverty rate was only 3.63%; budget revenue reached more than 298 billion VND. In particular, businesses in the area have grown strongly in both quantity and scale with 429 businesses.
Dien Chau has 17/38 communes meeting new rural standards. Implementing the restructuring of the agricultural sector, the district has built 8 large-scale field models with high efficiency; forming large concentrated livestock areas, integrated farms far from residential areas with an area of about 300 hectares, creating effective commodity production areas. The total number of vessels by the end of December 2016 was 1,539, of which 48 were over 400 CV.

At the meeting, many opinions highly appreciated Dien Chau's dynamism in economic development. Director of the Department of Industry and Trade Hoang Van Tam suggested that this locality should focus on investment to expand and build more industrial clusters, especially in the West of the district, focusing on developing craft villages and cooperatives.
The representative of the Department of Agriculture and Rural Development suggested that the district focus on closely directing the transition from trawling to sustainable forms of seafood exploitation such as purse seine to both improve exploitation efficiency and protect the environment; at the same time, promote agricultural restructuring associated with new rural construction.
Head of the Provincial Party Committee's Propaganda Department Ho Phuc Hop, who is also a member of the Provincial Party Committee's Standing Committee in charge of Dien Chau district, assessed that although many results have been achieved, the district's economic growth has not met the target and has not fully exploited the potential of local people.
In the new rural area, there needs to be a solution to handle outstanding debts; at the same time, in addition to building communes that have not yet reached the new rural area, it is also necessary to focus on strengthening the criteria in communes that have achieved the new rural area in a sustainable manner.

Provincial Party Secretary Nguyen Dac Vinh acknowledged the achievements of Dien Chau district. Regarding the tasks in the coming time, the Provincial Party Secretary emphasized a number of directions in the fields of culture - society; urban development in Dien Chau; having good forecasts and visions to attract investment capital in conditions close to developing industrial parks in Nghi Loc.
In particular, in the field of tourism, the Provincial Party Secretary noted that the district needs to create conditions and support existing investors in the area to exploit tourism strengths and create good spillover effects. On the other hand, regarding the proposal to build a coastal road through Dien Chau district, Secretary Nguyen Dac Vinh said that the province is working so that the Government can soon deploy this route.
He also noted that Dien Chau should mobilize resources to calculate and build cross-roads connecting to the expressway and coastal road passing through the area that are about to be built.

Proposing that Dien Chau continue to pay attention to Party building work, the Provincial Party Secretary emphasized the effective implementation of Resolution 4 of the Central Committee (term XII). In the process of directing the grassroots to organize reviews, the working group must direct the reviews with a serious spirit, from which to draw experience, find solutions to overcome in the spirit of collectiveness, the individuals reviewing must clearly recognize limitations, shortcomings and change their own awareness.
Regarding Project 01-DA/TU dated August 10, 2016 of the Provincial Party Executive Committee (term XVIII) on building Party cells and developing Party members in blocks, hamlets and villages without Party cells or Party members and blocks, hamlets and villages at risk of no longer having Party cells in the period 2016 - 2020, the Provincial Party Secretary requested Dien Chau district to do it substantively and reassess the reasons why Party members cannot be developed in specific areas, thereby finding solutions.
"Project 01, the district quickly and quite resolutely took action, but the district must be more resolute and substantial", the Provincial Party Secretary emphasized and requested that district leaders directly go down to the commune to implement this project.
Currently, the Dien Chau District Party Committee has 87 grassroots Party organizations with 14,532 Party members. Implementing Project No. 01 dated August 10, 2016 of the Provincial Party Committee (18th term) on building Party cells and developing Party members in blocks, hamlets and villages without Party cells or Party members and blocks, hamlets and villages at risk of having no Party cells in the period of 2016-2020, the district has issued a project and a plan for dissemination and implementation. Up to now, Dien Chau has established independent Party cells as required by the project in Dien Quang, Dien Thinh, Dien Doai and Dien Tan communes; eliminating 1 hamlet without a Party cell. |
The Provincial Party Secretary hopes that Dien Chau district must take the lead in having district cadres and party members attend party cell activities with the grassroots to help party members at the grassroots level.Building strong Party cells. Regarding streamlining the payroll, we must realize that the current apparatus is cumbersome, overlapping, and ineffective in some places; from there, we can point out where staff needs to be reduced.

Finally, referring to the issue of new rural construction, the Provincial Party Secretary expressed the view that there should be no rush but a roadmap to complete each group of criteria, the most important being the real quality, maintaining the criteria. Along with that, it is necessary to identify the criteria that have not been met, have a specific project to complete, especially criteria such as the political system, which has 9 communes not met, the criteria on transportation, which has 19 communes not met, the criteria on poor households, which has 12 communes not met...
The Provincial Party Secretary also noted that Dien Chau district must thoroughly understand the province's viewpoint of not allowing debt to accumulate in new rural construction; at the same time, the district needs to build new rural areas in conjunction with restructuring the agricultural sector.
